County of Nyandarua Secretary Jobs in Kenya
Duties and ResponsibilitiesBe the Secretary to the County Executive Committee;
Be the Head of County Public Service;
Be responsible for arranging the business, and keeping the minutes of the County Executive Committee;
Convey the decisions of the County Executive Committee to the appropriate persons or authorities;
Ensure efficient management of County resources;
Coordination of County Government activities;
Interpret, disseminate and oversee the implementation of National and County Government policies;
Provide direction and guidance to public officers in the County; and
Perform any other functions as directed by the Governor and County Executive Committee.
Qualifications
Be a citizen of Kenya;
Be in possession of at least a first degree from a University recognized in Kenya;
Served in the Public Service in the National Government having held the position of Secretary or worked for at least 5 years in the County level at Senior Administrative or Management level;
Demonstrate a thorough understanding of socio-economic development objectives and plans of Vision 2030;
Demonstrate a thorough understanding of Nyandarua County Manifesto;
Be a strategic thinker and result oriented;
Demonstrate a thorough understanding and commitment to the values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya;
Ability to work in a multi-ethnic environment with sensitivity and respect for diversity;
Proof of registration with the relevant professional body will be an added advantage;
Satisfy the requirements of Chapter Six of the Constitution.

Duties and Responsibilities
The office holders will have the following duties and responsibilities:
To oversee the administration and delivery of services in the respective departments of the County Government and decentralized units and agencies in the County;
Participate in the planning, formulation, adoption and implementation of the County Integrated Development Plan (CIDP);
Implement county legislation;
Implement within the county, national legislation to the extent that the legislation so requires;
Provide the County Assembly with the full and regular reports on matters relating to the County;
Effectively respond to issues raised by the County Assembly;
Advise the Governor on matters within his/her area of jurisdiction; and,
Undertake any other responsibilities as may be assigned by the Governor from time to time.

Duties & Responsibilities:
The office holder will have the following duties and responsibilities:
The Administration of a County Department;
Development, Implementation of Strategic Plans and Sector Development Plans;
Implementation of policies and programmes;
Providing strategic policy direction for effective service delivery;
Manage human resource in the department;
Ensure provision of assets and tools of work;
Ensure financial accountability of the department;
Exercise of any of the County Public Service Board functions as my be delegated by the Board pursuant to section 86(1) of the County Government Act, 2012;
Planning and implementation of effective programmes to attain Vision 2030, sector goals and SDGs;
Ensuring compliance with national values and principles of good governance as outlined in Article 10 and 232 of the Constitution of Kenya; and,
Performing any other duties as may be assigned by the appointing authority.
Requirements
For appointment to this position, the person should:
Be a Kenyan Citizen;
Have a Bachelor degree in a related field;
Possession of Master’s degree in a related field will be an added advantage;
Have vast knowledge and experience of not less than 5 years in senior positions in the public service or private sector;
Demonstrate thorough understanding of County development and objectives;
Be a strategic thinker and result oriented;
Have excellent communication, organizational and interpersonal skills;
Have capacity to work under pressure to meet strict deadlines;
Be conversant with relevant National and County legislation;
Member of a professional association;
Have a working experience and knowledge of using computers;
Demonstrate understanding and commitment to the values and principles espoused in Article 10 and 232 of the Constitution of Kenya;
Satisfy the requirements of chapter six of the Constitution of Kenya;
