County Government of Siaya Director Human Resource Management Jobs in Kenya

The Siaya Public Service Board was established under Section 57 of the County Government’s Act ,No.17 of 2012 as a body corporate with perpetual succession and a seal , capable of suing and being sued in its own name.

Section 58 of the County Government’s Act provides for the composition of the Board.

Applications are invited from qualified candidates for the positions shown below;

Positions:

Terms of Service:

Permanent and Pensionable or Contract depending on the age of the successful Candidate

Duties and Responsibilities

Providing strategic leadership in management of the human resource function in the County Government

Managing the staff establishment and the county structure

Managing the County wage bill, payroll and human resource records

Providing advisory on human resource issues

Coordinating research and development of human resource issues

Administration of staff welfare including staff medical scheme, GPA, Group Life Insurance and WIBA

Coordinating performance management in the County Government

Coordinating staff training and development and providing returns on the same

Managing staff disciplinary procedures in liason with the County Public Service Board

Management of industrial relations in liason with department heads and County Public Service Board

Any other duties that may be assigned to you by the lawful authority.

Requirements for Appointmen

Must have a first degree in Social Science, HRM or Business Administration (HR option)

An MBA in relevant field or an Msc in HRM or Social Science

Must have a post graduate Diploma in HRM from a recognized institution

Must be a registered member of Institute of HRM

Must have a valid practicing license from Institute of HRM

Must have relevant experience of at least 6 years in a public institution three of which must be in a senior managerial position

Must have attended and successfully completed Strategic Leadership Course lasting not less than 6 weeks from a recognized institution or equivalent leadership course.
