Assembly Service Board of Machakos invites applications from suitably Kenyan citizens to fill the following vacant positions.
Principal Officer - Human Resource & Administration
Duties and Responsibilities
Interpreting Human Resource Management policies, regulations and procedures.
Implementing strategic objective on Human resource functions.
Managing Members of County Assembly and staff medical scheme.
Overseeing performance management.
Planning, directing and controlling Human Resource Management.
Developing and implementing of the Human Resource Management policies in the County Assembly
Managing staff recruitment, selection, induction and placement.
Deploying staff in conjunction with the other departments.
Managing staff payroll, pension and statutory deductions
Managing staff probation, confirmation, promotion and exit process
Coordinating Training and Development of Members of County Assembly and staff.
Managing staff disciplinary process and grievances:
Administering employment contracts, pensions and gratuities;
Maintaining staff establishment, employee records and human resource information systems;
Handling employees' grievances related to work environment
Managing employee relations, welfare programs and health and safety.
Overseeing the administration, transport and logistics, office services, office accommodation and asset management of the Assembly.
Such other relevant duties as may be assigned by the County Assembly Service Board
Requirements for Appointment
For appointment to this grade, the applicant must have a minimum of the following:
Served in the grade of Senior Human Resource Management Officer or in a comparable position for a minimum period of three (3 years).
Bachelor’s Degree in any of the following disciplines: Human Resource Management,
Human Resource Development, Business Administration (Human Resource Management option) or any other equivalent qualification from a recognized Institution. (A master's degree or higher qualification will be an added advantage)
Post graduate Diploma in Human Resource Management, Industrial Relations,
Business/Public Administration or any other equivalent qualification from a recognized Institution.
Certificate in
Leadership Course from a recognized institution.
Conversant with the Human Resource Management Information Systems.
Practicing certificate from Human Resource Management
Demonstrated professional competence in work performance and results
