County Government of Kiambu Director of Water and Sanitation Jobs Opportunities

Introduction

Kiambu County Public Service Board wishes to recruit competent and qualified person to
fill the following position in the Department of Water, Environment, Energy and
Natural Resources. This is pursuant to Article 235 of the Constitution of Kenya, 2010
and Section 63 of the County Government Act, 2012.

Job Summary

The Director in charge of Water and Sanitation is responsible for the enforcement of all rules and regulations established by the County Government of Kiambu for the
construction, operation, maintenance, protection and use of public water supply and
waste water infrastructure throughout the County.

Responsibilities

Assignment of work, check and manage work allocated to juniors;

Coordinate and take responsibility of all work related to water and sanitation
within the County;

Program and ensure all deadlines on water and sanitation infrastructure
development and provision are met;

Formulate water control guidelines in accordance with the provisions of the Water
Act;

Review and initiate improvements in the policy framework;

Prepare, implement, monitor and evaluate water programs in the county;

Implement water and sanitation policy in the county;

Coordinate different units of the water and sanitation sections;

Assist in the planning of water resource development by forecasting and
monitoring water usage and rainfall;

Coordinate design, activities including preparation of specifications, tender
contracts;

Coordinate feasibility studies with view of identifying viable projects;

Qualifications

BSc. Civil Engineering/ BSc. Water and Environmental Engineering, BSc. water Engineer;

A Master’s Degree in a relevant field will be an added advantage.

Must be able to design or oversee projects involving provision of potable water,
disposal of waste water and sewage infrastructure, or prevention of flood-related
damage;

Ten (10) years relevant experience;

Must be able to prepare environmental documentations for water resources;

Must be able to prepare regulatory program compliance, data management and analysis, and field work;

Perform hydraulic modelling and pipeline design;

Must be computer literate in relevant computer aided design knowledge and skills.

Compliant with Chapter six of the Constitution of Kenya 2010 on integrity

County Government of Kiambu Director of Natural Resources and Forestry Jobs Opportunities

Responsibilities

Supervise natural resources programmes, control and coordinate functions in the
natural resource section and handle administrative, human resources and asset
management issues in the section;

Develop, Implement and evaluate relevant divisional structures, plans,
programmes and projects in natural resources sector;

Oversee preparation of annual work plans and financial budgets and coordinate
activities by scheduling work assignments, setting priorities, and directing the work
of subordinate employees;

Develop and conduct programs to manage county natural resources including
wildlife;

Make recommendations to acquire land based on ecosystem management,recreation needs and state needs and directs land acquisition efforts;

Evaluate and verify employee performance through the review of completed work
assignments and work techniques;

Qualifications

Bachelor Degree in Forestry, Range management or related fields from a recognized institution;

A Master’s Degree in relevant fields will be an added advantage;

Computer literacy;

Knowledge of relevant professional standards affecting the operations especially
the code of ethics;

Knowledge on relevant legislation relating to range management;

At least 5 years’ experience in a senior position

in a related field

Responsibilities

Coordinating public participation activities of the County Executive;

Mobilize and organize the public, stakeholders and local communities to
participate in county governance and decision making processes;

Sensitize the public on County structures and opportunities for Public
Participation;

Establishing linkages with Local and International institutions, Associations and
organizations whose objectives are to promote Public participation within the
County;

Collaborate with relevant institutions in the County to promote access to
information and civic education programmes;

Establish an appropriate feedback mechanism to the Public;

Ensure that the citizen participation processes adhere to the relevant legislation,
regulations, policies or guidelines affecting the rights and responsibilities of the
public, officers and the participants;

facilitate public education and training programmes relating to citizen participation;

Receiving and coordinating citizen petitions within the County Executive;

Maintain a depository of all information, correspondence and documentation on public participation and citizen petitions within the County Executive;

Qualifications

Must be a Kenyan Citizen;

Has a degree in Political Science/Public Administration/Communication or Law
from a university recognized in Kenya;

A Master's degree will be an added advantage;

Has at least five years experience in Administration or Civic education; and
proven experience in Community work and mobilization;

Good understanding of County legislative process;

Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity.
