Council of Governors Head of finance and Accounting Jobs in Kenya
Key duties and ResponsibilitiesOverseeing the planning of the activities and operations of the Finance and Accounts section;
Ensuring that adequate financial controls are in place to maintain propriety and proper accountability of expenditures;
Ensuring the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily retrieved for preparation of financial reports and financial audits
Monitoring budgets and expenditures for different departments and projects and routinely updating the departmental and project heads on a quarterly basis.
Overseeing all financial and accounting functions for the Council of Governors including
budgeting, asset management, cash flow management, variance and accounts analysis and reporting in accordance with generally accepted accounting principles, financial policies and procedures.
Providing guidance to departments for the preparation of budgets in accordance with developed work plans.
Ensuring departments budgets are captured in the final CoG budget and submitted to the Council of Governors for approval.
Liaising with donors supporting projects within CoG and ensuring compliance with the donor requirements on financial matters.
Qualifications and Experience
Have a Bachelor’s Degree in Commerce Business Administration or Business Management specializing in either Finance or Accounting or any other related field from a recognized institution;
Master’s degree in Finance or Accounting option or any other related field from a recognized institution an added advantage;
Be a registered member of ICPAK.
Have a proper understanding of Public Finance Management.
Minimum of six (6) years’ experience three (3) of which should be in a similar position.
Experience with donor funded and/ Government of Kenya programmes is an added advantage
Has understanding of Principles and practices of public administration, including management, organization, planning, cost/benefit analysis, budgeting, project management and evaluation.
Have demonstrated a high degree in work ethics and competencies.
Meet the requirements of Chapter 6 of the Kenya Constitution.

Council of Governors Program officer – Legal Jobs in Kenya
Key duties and Responsibilities
Research and prepare legal briefs on legal issues confronted by the office.
Ensure up to date documentation of important legal paper work.
Assist the legal consultants in follow up actions pursuant to meetings, MOUs, legal deeds and annual returns.
Compile any required information, maintain documentation and periodically update the Chief Executive Officer (CEO) and the Legal and Human Rights Committee of the Council of Governors.
Review and provide feedback on legal aspects of all Committee of the Council of Governors.
Enhance support and networking with the County Attorneys forum and other Sectorial County Executive Committees.
Maintain and provide access to statutory registers that inform all the CoG Committees
Ensure the Council of Governors Secretariat’s compliance with regulatory requirements such as annual submission of legal, financial and other mandatory reports.
Supervise the staff in your section.
Any other related duties as may be assigned by the supervisor
Qualifications and Experience
A law degree from recognized University
Master’s degree in Law will be an added advantage
An advocate of the high court of Kenya
Hold a valid practicing certificate
Member of the Law
Society of Kenya
Advanced computer applications
A member of the Institute of Certified Public Secretaries of Kenya
Minimum of 6 years’ experience with at least 3 years at supervisory level

Council of Governors Program Officer - Gender Jobs in Kenya
Key duties and Responsibilities
• Serve as technical advisor to Committee clerks and field programs in gender equality, women’s empowerment, and gender analysis
• Maintain up –to –date statistics and gender program data in collaboration with M&E for gender related performance reporting.
• Develop a tool to assess gender mainstreaming at CoG and Counties and track gender mainstreaming.
• Develop a gender action plan for the Council of Governors.
• Continuously report on progress and lessons learned on gender mainstreaming at the Counties while tracking national policy and legislation on the same
• Designing a system of monitoring and evaluating project achievement related to gender.
• Development of a simple database of gender experts who would be available, as required to support Counties in gender mainstreaming including in the development plans such as CIDPs
• Drafting a coherent and consistent project proposal and elaborating a budget for the proposed project activities.
• Lead development of proposals for gender equality and women’s empowerment.
• Participate in divisional and cross-divisional program/project planning and proposal development, including mainstreaming gender equality into all CoG’s proposals and programs
Qualifications and Experience
• A Degree in Gender Studies and/or Development Studies, Law, Public Administration or any other relevant social sciences field.
• Possession of a relevant Master’s degree from a university recognized in Kenya will be considered an added advantage
• A minimum of 6 years relevant experience in democracy and governance especially in Devolution and gender expertise/assignments;
• An understanding of the Kenya Constitution 2010 and devolution related legislations;
• Understanding of international conventions on gender equality and women’s empowerment.
• Possession of advanced computer skills.
• Meet the requirements of Chapter 6 of the Kenya Constitution
