The RoleThe Government of Malawi with funding from World Bank will be embarking on the implementation of a project called Malawi Education Reform Programme (MERP). The expected implementation period of the project is 4 years.
The Project Development Objective (PDO) is to improve learning environments for students in lower primary in government schools. CGA, under a consortium led by Save the Children, is recruiting an M&E Officer, in anticipation of a successful proposal to support this work.
The consortium will support in the implementation of the Learner Mentor sub-component of Component 3 of the Programme. The objective of the Learner Mentor sub-component is to support the development, piloting and scaling-up of an adapted Learner Mentor intervention.
We are seeking an experienced individual who has excellent organizational and technical skills, a team player, dedicated, hardworking, innovative, highly motivated and able to work in a high-pressure environment requiring multi-tasking abilities.
Reporting to: Project Director
Key Areas of Accountability:Technical LeadershipLead on strategic planning on MEAL with partner M&E staff to achieve significant programme impact.
Leadership in the management of a database relating to Learner Mentors in the two phases of the project and generating information for management decision making.
Support strategic and operational decision-making for all MEAL matters with a high degree of judgement based on specific problem solving experience and a range of external and internal factors.
Analyse and communicate all MEAL information to consortium partners & other relevant stakeholders especially Ministry of Education, Ministry of Local Government and the donor-World Bank.
Coordinate collection and management of data and other key programme information from partners and other stakeholders for use by the programme
Enhance the capacity of partners and staff on monitoring, evaluation, accountability and learning systems through mentoring and formal training.
Ensuring Programme Quality (Design and implementation)
Work with the Team Leader to draft the project’s reporting format for the approval of the MoE
Ensure that the consortium delivers on all internal and external MEAL requirements in a timely manner and with high quality information.
Strengthen MEAL systems and processes to assure achievement and progress towards project objectives and outcomes.
Ensure that there is continuous verification of Learner Mentors in the two phases of the project to minimise inclusion and exclusion errors.
Ensure that there is continuous verification of the availability and proper use of the Learner Mentor phones throughout the lifespan of the project.
Assist in the development of outcome and learning/programme monitoring indicators for logframe and other purposes.
Ensure that data collection and management methodologies used at field level are standardised, enabling the specific learning outcome gains for girls to be captured and analysed.
Ensure that there is an agreed MEAL framework for the project and that it is being used to demonstrate project impacts by partners.
Work with partners to ensure that they are collecting information on all agreed programme indicators and reporting on these agreed indicators
Support programme teams and partners with project assessments/evaluation planning, ensuring
that minimum criteria for quality evaluations and assessments are integrated into design and implementation.
Ensure that all assessment/evaluation reports meet the GPE-MERP quality criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming.
Undertake field visits to project sites; work with implementation teams to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement.
Contribute to organisational learning on Learner Mentorship ensuring that learning from the project is shared across the Country Office and our partners.

Qualifications
Bachelor’s degree in Computer Science, Statistics, Demography or related field
Experience and Skills
At least 5 years’ experience of working in the field of gender.
Minimum of 3 years in delivering MEAL functions e.g. designing, maintenance of databases and development of tools
Experience working with government is an added advantage.
