Purpose of the position Is responsible for improvement and operationalisation of M&E standards, processes, and systems/tools that support organisational planning, monitoring, evaluation, learning, knowledge dissemination and sharing, and reporting requirements.
Key Roles and Responsibilities Monitoring & Evaluation Plan Initiate the planning and implementation of monitoring and evaluation plans in collaboration with program and project staff to ensure timely and correct measurement of results, outcomes and impacts.
Coordinate the execution of the M&E plans and the implementation of appropriate data collection, analysis instruments and methodologies for internal monitoring & monitoring for all programs/projects.
Expertise
Support the programme/project teams in translating program/project objectives into specific results.
Develop and provide guidance to programme/project teams on indicator selection and measurement.
Develop the M&E chapters of concept notes and funding proposals.
Ensure the integration between sectors, technical and operating teams for an integrated approach to programming.
Contribute to M&E plans/frameworks as needed.
Maintain key lists of programme standard indicators and assist in leading the annual review of indicators.
Work with programme/project teams to establish annual goals.
Support the A-GRIP project team in applying Cordaid M&E standards and policies, and in designing, developing and implementing a strong learning agenda.
Data Quality and Utilisation
Ensure consistency of indicator definitions, strengthen the quality of data across programmes, and increase accuracy and timeliness of data-collection.
Aggregate and analyse data in support of track-record building and for accountability purposes and data-informed decision-making
Tools and methodologies
Identify needs for methodologies, tools/assessments or changes to programme/project data collection to support monitoring and evaluation.
Collaborate with and support programme/project teams in recording M&E related data collection in Cordaid’s software system.
Compliance
Comply with Cordaid’s policies and procedures in M&E
Oversee and support the programme team to comply with DevResults reporting standards and timelines.
Produce programme performance dashboards in DevResults as required.
Training & capacity building
Train, mentor and build the capacity of staff and partners in planning, monitoring, evaluation and learning.
Support and help staff and partners in the MEAL field of expertise
Knowledge generation, sharing & Learning
Keep informed of new developments and emerging issues of relevance.
Advocate the adoption of innovative approaches to monitoring and evaluation.
Identify and share lessons and principles learned (both positive and negative) with staff and partners.
Directly contribute to organisational research and studies and their dissemination and discussion with strategic partners.
Drive the learning agenda within the country office based on lessons learnt in projects and programmes.
Coordinate and lead the regional Community of Practice of M&E officers (Kenya, Rwanda, Uganda, Zimbabwe).
Other
Any other duties assigned by the manager.
Qulaifications,Skills, and Experience
University degree or advanced certificate / professional qualification in social sciences, statistics, health, agriculture, economy or other relevant subjects.
Post graduate diploma in Monitoring and Evaluation is a must.
Minimum of four to six years’ relevant progressive working experience in the field of planning, monitoring, evaluation, accountability and/or learning in international NGO environment
Experience and knowledge about programme/project M&E development, project-based working, participatory approaches, statistical analysis programs, and reporting standards
Computer proficiency in word processing, Power Point, database, spreadsheet, Excel and graphics presentations, including one or more of the following programs: MS Access, Epi Info, SPSS, R, Kobo Collect, Magpi, Statistical Programming skills and other internet applications.
Ability to demonstrate understanding and adhere to international standards in humanitarian protection and accountability (e.g., CHS, SPHERE, Red Cross/Crescent Code of Conduct, etc).
