About Result Based Financing (RBF)

Cordaid has been active in Uganda for over 25 years. In Uganda and in 15 other sub-Saharan African countries Cordaid has experience in system strengthening through the Result Based Financing (RBF) approach.

In Uganda we are anticipating implementing an RBF project Agricultural Governance Results Improvement Project (A-GRIP) with focus on land tenure and food security governance in 16 districts across 5 regions (Kigezi, Rwenzori, Busoga, Elgon and Lango) of Uganda.

For the project, we are looking for an experienced Monitoring and Evaluation Officer with strong field data collection and management skills and experience and willingness to learn technical approaches of RBF. The position is pending donor approval of the project.  

Justification and context

Cordaid is recruiting a Monitoring and Evaluation Officer for an anticipated Result Based Financing in Land Tenure and Farming Systems Project, 2023 – 2028. The anticipated project will work in 16 districts and aiming at secured land tenure security and inclusive development of farming systems in 5 regions in Uganda.

The project has four (inter-related) outcome areas:

  • Increased formal and equitable land ownership under customary law, especially for the most vulnerable populations ;

  • Increased sustainable agricultural smallholder farmers production by enhanced take-up of effective, quality and equitable agricultural food production and natural resources management services ;

  • Strengthened regulation and enabling policies for better agricultural and food security (FS) sector performance to match smallholder farmers’ and communities’ needs ;

  • General good governance and management at district level in support of improved performance of the contracted departments.

    Purpose of the position

    Monitoring and Evaluation Officer will be based in the RBF Regional Project Office in Mbale or Fort portal and will play a technical role especially at setting project monitoring and evaluation standards, developing systems, providing services (trainings, tools, processes), strengthening corporate learning on MEL and Data, and ensure accountability of results at all levels. 

    Roles and responsibilities

    Programme Monitoring:

  • Support the development, improvement and institutionalisation of key PMEL standards, processes, and systems/tools that support project planning, monitoring, evaluation, learning, and reporting requirements; 

  • Support Project teams in implementing monitoring and evaluation techniques, processes and tools, ensuring quality and consistency with project standards

  • Develop/improve/update methodologies and tools for data collection, analysis and processing, ensuring these are gender sensitive

  • Support project teams with developing and providing guidance on indicator selection and measurement and create/contribute to program and country level M&E plans/frameworks as needed.

  • Coordinate needs assessments surveys in coordination other external sector agencies and ensure that assessment findings are well documented and include an analysis and ranking of community’s needs.

  • Monitor and report on all project activities and progress towards the project output,

  • Lead on field data collection exercises and data management, involving: - Recruitment and training of data collectors - Carry out and supervise data collection (Focus group discussions, post-distribution monitoring, surveys, observations etc.) and data entry.

    Programme Evaluation, Review and Reporting

  • Share relevant MEAL findings with the programme teams and ensure that, where necessary, appropriate corrective actions are taken promptly

  • Take the lead in conducting project reviews and evaluations and share findings with the project teams

  • Collect best practices
    and case studies which demonstrate qualitative and quantitative change in building resilient communities

    Accountability

  • Contribute to further development and continuous updating of the accountability strategy in line with CORDAID standards

  • Manage and improve the complaint and feedback mechanisms for the programme including tracking of follow-up, ensuring adherence to agreed standards

  • Share accountability findings with the programme teams in an appropriate format

  • Establish beneficiary accountability mechanism at all levels.

  • Ensure timely and consistent availability of project results data and adherence to MEL policies, open data requirements and data governance principles.

    Learning and capacity building

  • Contribute to corporate learning by supporting the development and implementation of learning tools and processes, MEL knowledge sharing throughout the organization;

  • In collaboration with project teams, identify key project lessons, challenges and opportunities for further project development

  • Provide training to partners on MEAL and support them in setting up own mechanisms

    Coordination and Networking

  • Attend relevant sectoral coordination meetings to identify opportunities for integration of data collection activities, harmonisation, secondary information sources etc.

  • Participate in multi-agency assessment as assigned by project coordinator

  • Delivering any other responsibility related to MEAL as assigned by the project coordinator

    Qualification, Skills and Experience

  • You have a bachelor's degree in relevant fields including statistics, information technology and systems, economics, social sciences, business administration.  

  • You have 2 years of experience in M&E with development organisation and or private sector,

  • Practical experience in data collection and analysis;  

  • You have knowledge of project planning, monitoring and evaluation, qualitative and quantitative analysis, identification of project indicators to measure performance, creation of evaluation frameworks and data analysis; 

  • You have knowledge of evaluation and research design, protocols and best practices, program design, statistical concepts relating to research and evaluation and literature review; 

  • You possess writing skills to draft reports, results presentations and articles in English; 

  • You have social/communication skills to cooperate with stakeholders; 

  • You have experience in developing and delivering trainings in the field of PMEL; 

  • You have an entrepreneurial personality with an eye for innovation; 

  • You are willing and able to travel on a regular base and do short term field missions. 

  • You are at ease working with large quantities of data and can synthesise and interpret data into meaningful insights and conclusions;

  • Experience with data analytics software and visualisation tools (e.g., Phyton, PowerBI) would be an asset.
