Scope of Work:
The consultant is expected to deliver high quality policy briefs and slide decks based on the two documents and updated with the available factual information.
The consultant is also expected to review the available power point slides, design and generate “SLIDE DECK (Not more than 25 summarised simplified slides for each of the documents). The policy brief will:
Briefly explain and highlight the context of Universal Health and HIV Coverage in the EAC region
Discuss the importance of UHC in the EAC integration process as well as in the overall achievement of the SDGs
Highlight the key roles of policy and decision makers in achieving UHC in EAV
Highlight challenges that may affect the achievement of UHC in the EAC region
Provide recommendations on how policy and decision makers as well as other stakeholders including CSOs, the private sectors and development partners EAC can facilitate the achievement of UHC goals in the region
Methodology
For both documents the consultant will study and fully comprehend the purpose and contents of the two documents and conduct an online brief literature review to update facts with available information 2 days.
The consultant will coordinate with EAC online and obtain all the relevant documents and any other additional information that will be required to carry out the assignment, using online facilities at the HP+ offices in Nairobi, producing the first draft of the two policy briefs and sketching out the slide decks over the next 4 days.
These two outputs will be submitted to EAC health secretariat
and HP+ who will share with members of the EWG for comments and any additional inputs.
The consultant will then spend additional 2 days to incorporate comments and produce the final policy briefs and slide decks.
In this assignment, the consultant will be guided and supported by EAC health secretariat for technical requirements and supported by HP+ for logistical facilitation.
Responsibilities
A five-page draft Policy Briefs of Sustainable Financing Analysis for Universal Health Coverage for HIV and Health for the EAC region
A five-page draft Policy brief for the EAC Universal Health and HIV Coverage Resource Mobilization Strategy (2018-2023) proofread and ready for layout, after incorporating comments from the EWG on Sustainable Financing and EAC
Slide DECK (not more than 25 slides) for the:
Sustainable Financing Analysis for Universal Health Coverage for HIV and Health for the EAC region report
EAC Universal Health and HIV Coverage Resource Mobilization Strategy (2018-2023)
Deliverables

Final Policy Briefs and slide decks for both documents
Qualifications and Experience
Basic university degree in social sciences, development or related discipline strongly preferred
Knowledge of the EAC health sector including policy issues related to Universal Health Coverage
5 years’ experience preferably in policy analysis
Experience of writing policy briefs and other documents for various audiences and at a variety of levels, including summarizing documents in plain English.
Excellent English writing skills
Ability to be flexible and respond to changes to text as part of the review and feedback process
Strong interpersonal skills, able to communicate and work with diverse people
