Consortium of Ethiopian Human Rights Organizations Terms of Reference (ToR) for Brief Human Rights Review Jobs in Ethiopia
BackgroundCivil Society Organizations (CSOs) working on human rights have been experiencing direct assail from domineering legislative, institutional and political measures taken by the government for the past many years in Ethiopia.
In order to overcome such domineering measures on CSOs working on human rights and with the vision of creating a platform for strong and vibrant human rights CSOs for the realization of human rights and democratic values in Ethiopia, an engagement with Human Rights CSOs started in 2015. This engagement and commitment created the Consortium of Ethiopian Human Rights Organizations (CEHRO) which was registered on the 16th of March 2018 (re-registered as per 1113/2019 with registration number 3932). Currently, CEHRO has 12 active member organizations from different regions.
From its establishment, CEHRO has been determined and working for the advancement of human rights protection in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch well-articulated and evidence-based advocacy.
CEHRO works to expand the space for human rights CSOs and continue engagement with stakeholders’ building the capacity of existing and emerging human rights organizations to ensure effective human rights and democratic governance works.
CEHRO as a consortium is an umbrella that reaches CSOs to engage, participate in the productive development and realization of democracy and human rights developing in the country.
The reform in February 2019 amended the draconian 2009 Charities and Societies Proclamation which imposed a lot of restrictions on civil society, especially when working for human rights, democracy and good governance by lifting restrictions
on funding for CSOs and allowing for the re-entry of international organizations into Ethiopia.
CEHRO, with its members and partnering organizations, that is, Ethiopian Women Lawyers Association (EWLA), Centre for the Advancement of Rights and Democracy (CARD) and Civil Rights Defenders, intends to compile a brief review of human rights conditions since the reform.
In doing so, six thematic areas are identified that the brief human rights review will address, based on its importance for advocating human rights and since these rights play a vital role for other human rights to be protected, respected and fulfilled.

Job Requirements
Should have the following qualification:
LLM and minimum 3 years of experience in researching, analysis, reviewing projects relating to Human rights
Relevant experience on design and/or monitoring and evaluation of projects relating to Human rights.
Excellent knowledge and understanding of legal, socio-economic, political and cultural context of the country.
Excellent written and spoken skills in Amharic and English.
Excellent research, analytical and communication skills.
Knowledge and deep understanding of Human Rights and its sector.
Having knowledge of and/or proven expertise in participatory approaches in conducting assessments and facilitating strategic planning processes, and strategic planning document preparation.
