Foreign Commonwealth and Development Office (FCDO) Kenya Devolution Programme (KDP) a 4-5 year programme to commence early 2021. .
Reporting to the Country Director, supervising project, technical and operations managers/leaders, the Team Leader will provide technical leadership and management to the KDP She will be the project focal person for all communication and engagement with FCDO.
The job holder will
• Provide sound project planning and management, mortgage and track all terms of the sub agreements with Consortium partners
• Lead stakeholder engagement which FCDO, National and respective County Governments.
• Former a positive and collaborative relationship with the Council of Governors (COG). Regional Economic Blocs, Ministry of Devolution and ASAL (MODA), Sector Ministries, Departments and Agencies (MDA), target county governments, multilateral organizations collaborating in KDP and host communities.
• Provide oversight for sound financial management, timely and quality reporting to FCDO and relevant line ministries department counties.
• Provide oversight and sound grant management of downstream Civil Society Organizations (CSO) at the county level.
• Lead and manage diverse consortium Workforce that includes; local and international senior management technical advisors staff and consultants.
• Ensure compliance with all internal and donor programme management requirements and in particular VFM and ant fraud policies of FCDO
Qualifications/Experience:
• A postgraduate qualification
in governance, leadership, public administration, public policy, development studies or any relevant qualifications excellent interpersonal communication networking, coordination and leadership skills.
• Thorough understanding and experience with decentralization and devolved governance gained in Kenya or similar context with an understanding of the organisation and functioning of government and civil societies
• Over 10 years' experience leading and managing large and complex governance leadership grants, INGO or development agencies, UN, local and international consortium partners managing technical consultants and expert staff experience managing FCDO (DFID) funded programmes an added advantage.
• Experience with results with senior government officials at county and national level, donors, development partners and host communities
• Good understanding of ley GOK sector policies and plans, economic and fiscal frameworks and cross cutting issues le youth, gender climate change. Illustrative sector policies and plans include but not limited to health. I've hood, WASH etc.
• Innovative and adaptive.
