Job Summary:The Officer, Monitoring, Evaluation and Learning will provide technical support and guidance in monitoring and evaluating ongoing and new programmes within the MEAL Team. Additionally work closely with the Survey & Surveillance Manager in conducting programme surveys and assessments across the counties.
S/he takes lead in reporting on programme indicators and verification of monthly and quarterly progress report. The incumbent will take a lead role in documenting and promoting the key learnings for improvement in future programmes.
Main Duties and ResponsibilitiesProvision of M&E related Technical SupporDevelop Project Monitoring Plan (PMP) of the projects in consultation with the Senior MEAL Manager
Prepare monitoring tools in accordance with project, programme and organization performance indicators and other field surveys. Support in coordinating and conducting project evaluations and assessments.
Compiling, analyzing and reporting data for key programmatic outputs and outcomes indicators.
Validate and verify core indicators against the different sources of information.
Ensure timely provision of data for monthly, quarterly and annual donor reports based on agreed performance indicators.
Actively engage to support in all external as well as internal evaluations including those done by Head Office.
Provide technical M&E support to partners on an on-going basis
Oversight and Quality Assurance
Work with the programme team to coordinate project review meetings.
Conduct regular field monitoring visits and provide feedback to relevant sector leads and/or partners.
Support in monitoring the implementation of field activities according to work plans.
Produce quarterly indicators monitoring report and share results of projects’ quality performance based on monitoring data findings.
Support programme teams on using the Programme Toolkit.
Monitor programme related activities including trainings for quality and adherence to Concern SOPs.
Act as supervisor for field data collectors engaged on short-term basis for field data collection.
Capacity Building, Collaboration and Learning
Training of programme and partner staff, enumerators and any government officials engaged in Concern programmes on MEL processes and mechanisms
Manage and regularly update a repository of all programme reports, surveys for field level programmes.
In close collaboration with the line and technical managers, lead in the development of key findings and lessons learnt from the implementation of various projects
Document/ support documentation of best practices across all
sectors in the programme area.
Work closely with Communications team to support dissemination of lessons learned, best practices and programme achievements
Others
Adhere to and promote the standards outlined in the Concern Code of Conduct and associated policies to their team, beneficiaries, and be committed to providing a safe working environment
Participating and contributing towards Concern’s emergency response, as and when necessary
Take all possible measure to meet Core Humanitarian Standards (CHS)
Any other duties as assigned by the Line Manager
Person Specification
Minimum Education, Qualifications & Experience Required:
Bachelor’s degree in Development or Management Studies, Monitoring and Evaluation, Economics, Social Sciences or Equivalent.
At least three (3) years’ experience in the field of Monitoring Evaluation and Learning.
Experience of using online tools, data collection and managing dashboards.
Experience in coordinating and conducting MEL for Health and Nutrition, Livelihoods, Education, DRR, Gender programmes desired.
Fluent in both spoken and written English and Kiswahili.
Preference will be given to candidates who have:
Strong skills in information management and use of computer applications.
Excellent communication and negotiation skills.
Proven competency in ethical principles of research and complex survey design and analysis
Excellent report writing, Training of Trainers (ToT), networking and coordination skills
Ability to work in a systematic and organized manner
Ability to attend details
Ability to work under pressure and to deadlines
Energy to work long hours and be out in the field all day
Positive attitude and willingness to learn
