Job DescriptionJob Purpose The overall purpose of the job is to implementation MEAL actives of a 5-year Leave No Girl Behind (LNGB) project, funded by DFID. Technical support is to be provided to all other sectors in relation to education activities, safeguarding policies and improving the livelihoods of project beneficiaries
Main duties & Responsibilities:General Responsibilities Promote accountability and ensure compliance with Concern’s Programme Participants Protection Policy, Anti- Fraud Policy and Humanitarian Accountability Partnership (HAP) standards, including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
Promote equality, especially gender, within the organization and across project, in line with Concern’s Equality Policy and, ensure targeting and project implementation is informed by how Concern Understands Extreme Poverty (HCUEP).
Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organization, guided by organizational policies and Concern’s Code of Conduct.
Monitoring and Evaluation
Strengthen the monitoring and evaluation systems for the Education Project; ensuring the project M&E plans are implemented and revised as necessary, all staff and partners understand their roles related to M&E, and all programme documentation is based on robust data;
Ensure that M&E systems are being implemented to plan at the field level and communicate any issues or inefficiencies that arise to the MEAL Manager in a timely and proactive manner.
Monitor the implementation of different safeguarding standards and commitments (strict policies in support of children) with collaboration of stakeholders.
Support the MEAL Coordinator, Technical officer and Education project manager in the management and implementation of field-level M&E data collection, analysis and reporting activities
Support programme field staff in the collection of activity- and output-level monitoring data during activity implementation
Carry out data collection where it is an M&E responsibility in M&E plans
Support training for external enumerators or partner staff that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents)
Field manage external enumerators or partner staff in conducting baseline, midterm, and end line surveys
Digital Data Gathering
Support the MEAL Technical officers, Coordinator and education project manager in administrating the country's DDG system
Provide field-level support to programme staff in device management and utilization of the Concern DDG application
Accountability and Learning
Support the team on the implementation, dissemination and reporting system of safeguarding policies with in the wider communities and stakeholders.
Support Progress Review and Results-Based Review for projects
Support MEAL coordinator to support external evaluators and consultants
Support MEAL coordinator to promote documentation and sharing of programme impact and learning
Actively promote sharing of learnings from baselines, end-lines, reviews and evaluations internally and externally.
Support project learning reviews and donor reports, as required.

The duties and responsibilities of the job holder not limited to the above activities but includes other duties assigned by the line manager.
Job Requirements
Essential
BA/BSc in economics, social science and other related discipline with a combination of at least three years of relevant experiences
Minimum one years of experience working in MEAL
Clear understanding and experience in directly implementing primary quantitative data collection (surveys, etc.)
Clear understanding and experience in directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, etc.)
Clear understanding and experience of quality assurance in data collection
Ability to provide technical advice and support
Experience of providing training and capacity building to programme and M & E staff
knowledge and experience words, excel and different statistical software packages
Ability to translate monitoring and evaluation into practical evidence that can be used to inform lobbying and advocacy messages
Initiative and ability to work with minimal supervision
Willingness to travel frequently to rural field locations and experiences
Flexible and adaptable approach to working in a changing environment
Ability to work under pressure with numerous deadlines, and priorities.
Desirable
Experience in the implementation of different safeguarding policy in project beneficiaries and actors
Experience with girls’ education and needs
Ability to work both as part of a team and independently.
Experience working in large consortia
Knowledge of Amhara Region
Strong report-writing skills in English
Excellent communication skills; able to work as part of a team and establish relationships with field offices
