Job DescriptionJob Purpose : The overall purpose of the job is to support the implementation of country MEAL plans across all programmes and projects and provide necessary technical support to all field level MEAL staff and project managers.
Monitoring and Evaluation Support MEAL Coordinator and Technical Officer in the management and implementation of field-level M&E data collection activities
Support programme field staff in the collection of activity- and output-level monitoring data during activity implementation
Carry out data collection where it is an M&E responsibility in M&E plans
Ensure that M&E systems are being implemented to plan at the field level and communicate any issues or inefficiencies that arise to the MEAL Manager in a timely and proactive manner
Support training for external enumerators or partner staff that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents)
Field manage external enumerators or partner staff in conducting baseline, midterm, and end line surveys
Support programme staff in accessing and utilizing data
Digital Data Gathering
Support the MEAL Coordinator in administrating the country's DDG system
Provide field-level support to programme staff in device management and utilization of the Concern DDG application
Accountability and Learning
Support the implementation, dissemination and reporting system of country accountability action plan
Support Progress Review and Results-Based Review for projects and programmes
Support MEAL Coordinator and Technical Officer to support external evaluators and consultants
Support MEAL staff to promote documentation and sharing of programme impact and learning
Actively promote sharing of learnings from baselines, end-lines, reviews and evaluations internally and externally.
Support project learning reviews and donor reports, as required.

Job Requirements

Person Specification :
Bachelor's degree in relevant field (related to MEAL, development, research, data analytics, etc.)
Minimum 1-2 years of development experience in MEAL or Programmes (not required to have held previous roles where M&E or MEAL was the primary responsibility)
Clear understanding and experience in directly implementing primary quantitative data collection (surveys, etc.)
Clear understanding and experience in directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, etc.)
Clear understanding and experience of quality assurance in data collection
Experience of providing training and capacity building to programme and M & E staff
Excellent communication skills; able to work as part of a team and establish relationships with field offices
