Introduction

Concern Worldwide is a global organisation with programmes operating in 28 countries worldwide supported by our offices in the Republic of Ireland, the United Kingdom, the Republic of Korea and by our affiliate offices in the United States of America.

Responsibilities

  • Provide leadership, management and clear strategic direction of the consortium;
    Manage, supervise and support all staff employed in the Consortium Management Unit (CMU) and ensure that the team fulfil their responsibilities; Coordinate and supervise the recruitment of the CMU;
  • Lead the development and maintenance of a coherent consortium strategy and strong partnership ethos;
  • Protect and promote the vision, mission and interests of Concern Worldwide and the consortium with external audiences, representing the consortium with donor(s) and government authorities, and relevant stakeholders;
  • Establish, maintain and coordinate successful relationships with numerous stakeholders and actors (UN, NGOs) intervening in a similar sector;
  • Provide regular and open/transparent communication between consortium partners through secretariat support to the consortium steering committee;
  • Oversee efficient use of resources and achievement of results;
  • Ensuring members are fully abreast, committed to and engaged with the agreed processes and governance and objectives of the consortium;
  • Provide technical leadership for program activities including conceptualizing, designing, implementing and monitoring innovative, cutting-edge programming activities creating opportunities for experience sharing and learning to support the achievement of outcomes and impact;

    Qualifications

  • Appropriate qualification at Master’s degree level in development related field.
  • A background in resilience/cash based programming experience, working in Somalia context is a distinct advantage.
  • Proven experience (at least 5 years) in senior programme management and leadership positions working in international development.
  • Experience acting in a technical leadership role within the resilience/cash sector.
  • Experience of working with major international donors, particularly ECHO and DFID.
  • Strong influencing, analytical, interpersonal, communication and organisation skills.
  • Strong coordination skills specifically with the ability to effectively coordinate among consortium members.
  • Ability to build and maintain effective relationships with senior representatives of donor, INGO and Government structures and to represent the consortium at national or international level.
  • Strong experience of financial management and donor compliance processes.
  • Experience in the design and use of monitoring and evaluation systems.
  • At least 6 years’ experience working in or managing consortium structures.

    Concern Worldwide International NGO Finance & Systems Director Jobs Opportunities in Kenya

    Responsibilities

  • Ensure that agreed financial policies and procedures are developed and implemented across the consortium to: protect the assets and financial interests of the Concern Worldwide and the consortium members; ensure accountability to the donor(s); to promote compliance with donor requirements; and to meet legal requirements.
  • Ensure that donor compliance is adhered to within the Consortium Coordination Unit and in all consortium member agencies; that all financial records and accounts are compiled in time, accurately and in line with international accounting standards and donor regulations.
  • Review and monitor budgets of consortium members to support financial stability, on-going programme viability, efficient cost structures and value for money that meet the requirements of donors.
  • Ensure that sub-grant related processes and procedures are standardised and consistently implemented throughout the programme, including pre-award compliance checks, agreements, disbursements, reporting, timelines and partner capacity-building.
  • Manage relevant sections of the consortium risk register and review these on an on-going basis; developing and improving appropriate controls to mitigate risk as appropriate in compliance with donor policies and procedures
  • Maintain an effective and efficient
    system of internal controls which comply with Concern’s financial guidelines to minimise the risk of fraud or misappropriation.
  • Maintain accounting records and adequate filing system for all financial and accounting deliverables to ensure ease of access during internal/external audit.
  • Monitor fixed assets register of all assets acquired with consortium funding and ensure timely reporting, proper tracking and disposal procedure as per the grant agreement.
  • Lead the Consortium Systems Working Group (SWG) and present to the consortium members on activities of the SWG and opportunities to increase the added value of the consortium systems approach.
  • Lead on systems procurement – Identifying, assessing and negotiating the best value for money with existing/new products and suppliers.

    Qualifications

  • Education and/or experience equivalent to a bachelor’s degree from a recognised university in finance or Economics;
  • A recognised professional qualification in accountancy;
  • At least seven years’ experience in a finance/accounting role, at least 3 of which are post-qualification;
  • Experience working in finance/compliance in a lead agency consortium;
  • Experience of working on projects funded by major international donors such as DFID, ECHO and USAID
  • Experience in risk management;
  • Experience of modelling complex contracts and grants agreement
  • Experience of financial and non-financial data cleansing and analysis using Excel and statistical software
  • Strong analytical, interpersonal, communication and organisation skills;
  • Strong coordination/negotiation skills specifically with the ability to effectively coordinate among consortium members;

    Responsibilities

  • Implementation of policies and procedures as per the Concern Worldwide procurement manual
  • Prepare tender documents and supply contracts
  • Prepare supply framework agreements with identified suppliers
  • Supervise procurement functions ensuring that organizational procedures are followed and also that Concern gets value for money
  • Assist in developing an efficient and effective supply chain with the aim of reducing operational cost
  • Ensure that a database is kept of suppliers and prices for frequently procured goods and services
  • Ensure extensive supplier and market reviews are carried out
  • Ensure that requested goods and services are procured in a timely manner
  • Ensure that all procurement files are maintained as per logistics manual and financial requirements
  • Ensure all paperwork is properly filed and compliant with Concern procurement procedures
  • Follow the clearance process for imported goods and ensure all necessary documents are produced to facilitate the process
  • Consolidate the annual procurement plan and update as new grants are approved

    Qualifications

  • At least seven (7) years’ relevant experience with an International NGO with at least three (3) years supervisory/managerial experience in a similar role.
  • Excellent interpersonal, communication, planning, organizational, leadership and negotiation skills
  • Proficient in the use of computer applications
  • Confidentiality, integrity and ability to handle sensitive situations
  • Ability to work under pressure
  • Flexibility, reliability, cultural sensitivity, resilience and resourcefulness
  • Initiative and above to work with minimal supervision
