Job Description

Job Purpose

  • To ensure that Concern’s personnel policies and procedures are implemented consistently throughout each programme in order for Concern to achieve its objectives;
  • To ensure consistent, transparent, fair and equal employment opportunity for all;

    Main duties and Responsibilities

    Human Resources Management

  • Take a leading role to support management through sourcing and deploying qualified and experienced workforces through implementing effective and transparent recruitment and selection
  • Assist management to draw up relevant job descriptions and person specifications that fits into the requested job.
  • Ensure new employees are familiar with all Concern employment procedures and the contents of the HR manual and ensure updated versions of the handbook are circulated to all staff on bi-annual basis.
  • Maintain and update all official personnel files and records for head office and programmes on a regular basis;
  • Maintain and regularly update human resources database and prepare monthly head count report to HQ
  • Provide timely update to relevant departments particularly finance of any staff changes such as employment, promotion, resignation, transfer etc;
    Renew staff employment contracts accordingly and follow up staff contracts that are on probation and temporary basis;
  • Provide support and advice to line managers and employees regarding HR issues;
  • Provide support and advice to field office HR Officers for any HR related issues;
  • Facilitate all recruitment, transfer, promotion, resignation and related processes and document all accordingly.
  • Ensure all job vacancy notices are posted on the relevant notice boards within Concern Offices, on websites and provide vacancy notices to newspapers for postings on time and liaise with them.
  • Update all recruitment information and file following completion i.e. short listed and non-short listed CVs, exam results, interview results etc.
  • Participating in short listing, testing and interview of position below grade 6 at Head Office level;
  • Preparing contract and other relevant documents for new employees.
  • Communicate/inform applicants who are not successful on their interview and/or written exam on time;
  • Support when there is induction programs for
    new staff joining Concern in consultation with concerned departments;
  • Participating in the preparation of payroll and maintain all the payroll information record in the database.
  • Preparing weekly and monthly HR report as required.
  • Participate and provide the necessary input while in budget preparation of the HR & Admin Department
  • Participate in refreshment training when there is change or revision of HR and other related policies.
  • Compile staff sponsorship requests and forward recommendations;

    Job Requirements

    Qualification and Experience

  • BA/BSc degree in Human Resource Management, Business Management, Public Administration or relevant field with minimum 4 years’ experience; or MA is advantageous with 2 years’ experience
    Min 2 years NGO experience

    Skills

  • Computer Literate
  • Able to communicate in spoken & written English
  • Report writing ability
  • Excellent management capacity
  • Good communication and administrative skills
