Job Title: Field Operations Coordinator
Reports to: Programmes Director
Direct Reports:County Programme Managers – Marsabit, Turkana
Manager, Health and Nutrition - Tana River
Closely work with: Sector Leads – Health and Nutrition, Livelihoods, Governance, Education; Senior Officers – Grants and Partnerships; Finance and Systems team
Job Location: Nairobi with frequent travel to Concern Programmes field locations (Candidates must be legally entitled to work in Kenya at the time of application - National Position)
Contract Details: Fixed Term (One Year Contract), renewable subject to availability of funds.
Job Summary:The incumbent will in coordination with the Programme Director and Sector Leads, support the management of field operations by managing the County Programme Managers in Marsabit, Turkana and Tana River Counties and being the focal person for the Nairobi Programme area.
This will entail ensuring programmes in these areas are implemented as per the work plans, providing linkage between County Programme Managers and the Sector Leads for relevant technical support and ensuring compliance with Concern and donor requirements in the field operations. The incumbent will spend Approx. 40% of time in the field locations.
Main duties & Responsibilities:Programme Implementation & Development:Oversee Concern programme implementation across Marsabit, Turkana, Tana River and Nairobi Counties in line with programme work plans.
Oversee programme implementation with a focus on the quality and linkage between sector leads and county implementation teams
Support County Programme Managers for field level programme planning, reviews and supervision of programme implementation
Act as focal person for the field offices in Nairobi Office for necessary support from Finance, Systems or any other support required
Provide support to the County Programme Managers to produce quality reports in line with donor, government and Concern requirements
Ensure programme integration and synergy among programme, systems and finance functions, flag any disconnect/ challenges and support in developing solutions.
Coordinate with MEAL staff and support County Programme Managers to coordinate the monitoring and evaluation of all programmes (including partner programmes)
Lead on engaging with county teams for new programme development, proposal and budget development.
Security Management:
Ensuring programme staff awareness and adherence to Country Security Management Plan and identifying security training needs for programme implementation team where appropriate
Work with and advise county teams on security coordination with other relevant actors at the county level
Budget Management
Support county programme managers to monitor under and over spending of budgets and advising solutions
Coaching, mentoring and assisting direct reports on budget management
Reporting any suspected or actual financial or other irregularities
People Management
Ensuring adequate human resources for effective programme implementation
Engage with direct reports for timely developing of their work plans as well as work plans of their respective teams.
Manage leave planning and utilization for both direct reports and county teams through the respective county managers
Networking & Representation
In coordination with the Programme Director and Country Director, representing Concern at relevant inter-agency, UN, Government and coordination meetings
Advise and support county leads on developing and maintaining effective linkages with County Governments, partners and other relevant stakeholders
Others
Adhere to and promote the standards outlined in the Concern Code of Conduct and associated policies to their team, beneficiaries, and be committed to providing a safe working environment
Participating and contributing towards Concern’s emergency response, as and when necessary
Maintain the minimum gender standards
Take all possible measure to meet Core Humanitarian Standards (CHS)
Any other duties as assigned by the Line Manager
Person Specification
Minimum Education, Qualifications & Experience Required:
Advanced University Degree in Management, Project Planning, Health, Nutrition, Agriculture, WASH, Governance or Education, with a minimum of 10 years progressive relevant professional work experience.
Ten (10) years’ experience in a programme management position with an international NGO, with at least five years of team management experience in field operations.
Management of diverse and multi-sectoral teams and programmes.
Proven success in partnering, networking and collaboration with government ministries, NGOs and technical experts.
Experience of implementing funding from major international donors (ECHO, EU, BHA/USAID etc,).
Excellent English language skills (written and verbal).
Preference will be given to candidates who have:
Strong leadership and management skills including people management, delegation, time management and prioritizing skills
Knowledge and experience of incorporating key people-centred approaches across programmes
Networking and advocacy skills
Problem solving and strategic thinking
Commitment to humanitarian principles and values
