You will report to the Nutrition Programme Manager in Bentiu, will ensure of the quality of Concern’s nutrition activities in Bentiu PoC and in the Beyond Bentiu Response, including possible emergency rapid response based on population movements and needs.
We would like you to start in May 2019.
Your purpose:
This position will be responsible for ensuring the highest quality standards of nutrition services (OTP/TSFP/SC) delivered by Concern in Northern Unity: in Bentiu PoC site and in rural counties of the Beyond Bentiu Response strategy.
This shall be done under the guidance of the Nutrition Programme Manager and in collaboration/consultation with the Nutrition Technical Coordinator, the Health and Nutrition Advisor, the Emergency Programme Director and the Area Coordinator.
Key activities will include capacity building development plan, training and on-the-job coaching of staff, improving reporting and analysis systems, ensuring sites are appropriately equipped and staffed, and ensuring timely sharing of information with other partners and actors.
You will be responsible for:
Programme Planning and Design:
Support the PM in the design and plan nutrition activities in Bentiu PoC and Beyond Bentiu Response, ensuring the participation of programme stakeholders in all stages of the programme cycle.
Participate to the efforts to strengthen integration approach in the emergency-recovery response.
Support the Nutrition PM in designing a gender-sensitive nutrition programme with a comprehensive understanding of the existing barriers and mitigation measures to address them in line with Concern global Equality policy.
Support the preparation Scopes of Work and Bills of Quantities for the construction or rehabilitation of nutrition facilities, as required.
Programme Implementation:
Implement the Nutrition programme in Unity to implement the community nutrition program plan to achieve health and nutrition seeking behaviour and increased coverage of CMAM screening across SC, OTPs and TSFP sites in northern Unity.
Help in the recruitment of additional staff as needed and train, mentor and supervise new and existing staff to ensure quality community mobilisation, behavioural change through a variety of nutrition program activities, based on assessment of training needs.
Ensure effective training and mentoring of relevant staff and government staff members at county and community level in community health & nutrition program activities and monitoring, as applicable.
Capacity building of Concern/State MoH staff at county, PHCUs and PHCCs level and in mobile nutrition teams to implement CMAM is enhanced.
Ensure a strong monitoring system is in place and that programme data on key nutrition indicators, including programme coverage, community participation, health and nutrition knowledge and practice, is collected, analysed, reviewed and responded to on an ongoing basis, including through programme and country-wide reviews.
Ensure the organisation of RUTF and RUSF distributions (including timely prepositioning of stock in coordination with Nutrition cluster), screening of 6-24 months old, referrals of malnourished children and health messaging during distributions.
Quality CMAM services are being delivered at all identified health facilities/POC sites in line with the assessed needs.
Provide technical supportive supervision at targeted locations and to mobile teams and follow-up strictly recommendations made.
Provide technical assistance and support to any nutrition consultants conducting nutrition surveys and assessments in the area of responsibility, as per Nutrition PM’s instructions.
Support the Nutrition PM in developing an action plan based on findings and recommendations from nutrition surveys and assessments in programme area.
Reporting and Donor Compliance
Prepare timely and high quality internal and donor reports for the Northern
Unity nutrition programme, in line with donor requirements (narrative and financial).
Oversee the CMAM monitoring system in place and report of key indicators on a monthly basis.
Review existing M&E system when necessary to ensure the quality and accuracy of the system in line with international and Concern standards as well as donor requirements,
Prepare and share timely nutrition programme data as required by the Nutrition cluster.
People Management:
Support the Nutrition PM in ensuring that the nutrition team have up to date job descriptions, clear objectives.
Support the Nutrition PM to identify training and capacity development needs through a training and capacity building development plan.
Ensure that all staff are aware of and comply with Concern’s policies and procedures.
When requested by the Nutrition PM, monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.
Representation
Actively support the Nutrition PM to represent Concern in appropriate national and state meetings/workshops and remain up-to-date of key nutrition developments in South Sudan;
Share relevant information in a timely manner with line manager and the area coordinator on Concern’s nutrition programmes.
Education & Qualifications Required:
Essential:
Nutrition degree or nutrition post graduate qualification or public health/nursing qualification.
At least 2 years’ experience of implementing CMAM programmes.
Experience in analysing and interpreting data and writing reports of a high technical standard.
Experience in the supervision, training and mentoring of nutrition and health workers and volunteers.
Desirable:
Experience in a conflict-affected/post-conflict context managing a nutrition programme, especially in South Sudan and/or IDP-refugees camp settings.
Experience of designing, implementing and analysing nutrition surveys (SMART, SQUEAC, etc).
Familiarity with IT equipment, HF/VHF radios and security procedures.
Experience of CTC approach (inpatient and outpatient therapeutic and supplementary feeding).

Knowledge of computer applications i.e. Microsoft word, Excel, communications systems.
