Job Description

EWEA

  • Provide technical advice on the type of early warning information to be monitored per country and programme area, including sources of information and frequency of monitoring

  • Technically support each relevant field team, ensuring that they are able to monitor the right information at the right time. Technical support must be provided in the context of climate change, resilience in disaster prone fragile countries

  • To monitor international sources of early warning – much of which is web-site based, ensuring that this information is integrated into programme area monitoring systems

  • To provide all necessary information to the Area Coordinators and PDs in the decision making processes to determine where the thresholds are for triggering early action

  • Liaise closely with the Cash, Nutrition and Wash Advisors to provide agree on best intervention modality in view of the identified foreseen crisis and based on local context

  • Provide necessary technical guidelines and recommendations on the most appropriate transfer mechanism, preparedness including beneficiary selection, developing framework agreements, risk management and monitoring.

  • Conduct regular field visits to ensure appropriate qualitative date is being collected and analysed by relevant field teams.

  • Develop strong working relationships across the organisation.

  • Synthesise, document and share practical evidence and learning.

  • Support and develop relationships with other agencies, including research institutes, technical working groups and represent Concern in national and regional fora as relevant. ·

  • Support operational research undertaken within Concern programmes – in collaboration with field teams and research partners in particular linked to conflict sensitivity.

  • As required, support recruitment of country programme staff.

    CRM

  • Ensure Concern’s CRM guidelines and process are up to date, relevant and adapted to Concern’s ongoing and future programming in Ethiopia.

  • Ensure through training and capacity building of Concern staff that the CRM is understood and used by all.

  • Ensure through regular field visits that Concern field bases have the required visibility and communication in place to ensure all relevant stakeholders are aware of Concern’s accountability responsibilities and informed on how to hold Concern accountable to these responsibilities.

  • Support the engagement of programme participants on the CRM set up and review, ensuring that it is an appropriate and accessible system, exploring ways to empower programme participants to make ‘sensitive‘ complaints in particular and to facilitate focussed group discussions on unintended consequences of our programmes.

  • Support the SMT to respond to any safeguarding risks to our programme beneficiaries / community members, or our staff and volunteers and to mitigate any further risk of harm.

  • Manage Concern’s CRM mechanisms, ensuring all complaints are registered and responded to in a timely manner.

  • Support the Accountability Officer in her/his support responsibilities towards designated accountability Focal Points at field level.

  • Support the Accountability Officer in the production of monthly summary report and analysis of complaints received.

  • Develop a strong network and maintain good professional relationships with the relevant stakeholders dealing with accountability at local and national level.

  • Assist in the development of effective, innovative actions in advocacy to achieve a larger and more sustained impact through the programme.

  • Provide a progress report to the SMT on a quarterly basis.

    Job Requirements

    Essential

    Education and experience

  • A minimum of five years’ experience working with an international NGO.

  • A degree in social, economics, food security, entrepreneurship, business, finance or related field.

  • Experience in establishing or contributing to sub-saharan early warning systems, including analysing large data sets of early warning information

  • Experience working with research institutions, and relevant national and international institutions and networks.

  • Experience in setting up and managing a complaints and response mechanism

  • Experience in capacity building and training

  • A strong understanding of inequality issues in relation to food security and livelihoods programmes.

  • Excellent interpersonal and organisational skills; works well as part of a multi-disciplinary team. Adaptable to evolving work priorities and schedules.

  • Willing to travel in remote locations for up to 60% of working time.

  • Ability to communicate and write well in English.

  • Keen to learn and promote learning.

    Competencies

    Desirable

  • Experience with identifying the needs that can be met through cash and market based assistance and the calculation of adequate support packages.

  • Experience in various approaches and tools used in market and cash transfer programmes such as market and value chain analysis, income generating activities, community-based saving and loan groups, and business and vocational training.

  • Experience with measuring the impact of Market-Based Programmes e.g. through multi item indicators such as the material deprivation index.

  • Experience working in integrated, multi-sectoral programmes including social protection, livelihoods, nutrition, health, and WASH. Familiarity with social and behaviour change approaches.
