Job Summary: In close collaboration with Programme Director, contribute to the strategic development and management of the Concern Kenya Country Programme in line with organizational policies, values and frameworks and the Concern Worldwide Kenya Country Strategic Plan. She/He will work on overseeing programme quality and implementation in line with the country programme’s strategies.
Main duties & Responsibilities:
Programme Implementation:
Oversee Concern programme implementation across Marsabit, Turkana, Tana River and Isiolo Counties with focus on quality and integration of programmes.
Oversee the Education programme design development and implementation.
Oversee programme reviews and timely quality reporting.
Determine areas of capacity building for programme implementation teams to maintain and improve programme quality.
Frequently visiting programme areas and providing feedback to programme implementation team.
Developing linkages with Government, donors, strategic networks and partners.
Ensuring programme staff are aware of and adhere to Country Security Management Plan.
Budget Management
Identifying potential sources of donor funding.
Monitor under and over spending of budgets and advising solutions.
Coaching, mentoring and assisting direct reports on budget management and compliance.
People Management
Mentoring and coaching direct reports to improve quality of their work and management capacity.
Ensuring quality human resources are recruited for programme implementation.
Provide oversight in ensuring the staff work plans are developed and managed across all counties of operations.
Networking & Representation:
In coordination with the Programme Director and Country Director, represent Concern at relevant technical inter-agency, UN, Government and coordination meetings.
Monitoring & Evaluation:
Ensuring Programme Managers follow the monitoring and evaluation guidelines for all programmes (including partner programmes) within the agreed plans, budgets, time frames and donor guidelines.
Responding to Emergencies
Participating and contributing towards Concern’s emergency response, as and when necessary.
Complying with Concern’s health, safety and security guidelines during emergencies.
Concern Code of Conduct and Associated Policies
Adhering to the standards of conduct outlined in the Concern Code of Conduct & Associated Policies.
Supporting and promoting the standards outlined in the Code of Conduct & Associated Policies to the team, partner organisations and beneficiaries, and being committed to providing a safe working environment.
Accountability
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation , M&E).
Work with relevant colleagues to ensure that the Complaints and Response Mechanism
(CRM) is functional and accessible, that feedback and complaints are welcomed and addressed.
Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Education, Qualifications & Experience Required
Advanced University Degree in Management, Project Planning, Health, Nutrition, Agriculture, WASH or Education, with a minimum of 10 years progressive multi-sector programme management.
Five years’ experience in programme management with an international NGO.
Working with major international donors and fundraising.
Knowledge and experience of key people-centered approaches
Knowledge and experience of working on systems strengthening approaches across sectors.
