Job Title: Logistics Manager
Reports to: Logistics Coordinator
Direct Reports: Logistics & Administration Officers - Turkana & Tana River (2)
Job Location: Nairobi with frequent travel to Concern Programmes field locations (Candidates must be legally entitled to work in Kenya at the time of application - National Position)
Contract Details: Fixed Term (One Year Contract), renewable subject to availability of funds and performance
Job Summary:To manage efficient and effective purchasing operations for major procurements of materials, supplies, equipment and services for Concern Kenya programmes based on established procurement policy and procedures and provide logistical support to the South Sudan and Somalia programmes
ProcurementEnsure any requirements for major procurements are procured in a timely, cost-effective manner and well documented.
Handle procurements for medical, food & non-food items, construction works, consultancies etc. and ensure only competent and reliable suppliers/vendors are engaged.
Manage and ensure timely purchase and delivery of equipment and emergency requests keeping to the policies and procedures.
Participate in tendering processes and ensure all supporting documentation is received, properly reviewed and documented, manage tender lists, dispatch of tender documentation and coordinate responses to tender enquiries as appropriate.
Provide procurement support to Regional office, Somalia, South Sudan and any other country as required in procurement of goods and services.
Manage relationships with clearing agents, ensure timely clearance of all imported and/or exported goods, and cost effective transportation /airlifting to final destinations.
Manage performances and contracts of long-term and short-term suppliers.
Ensure accurate and timely payment of invoices, as necessary on completion of service or delivery of goods.
Contract Management
Manage contracting process, procurement, contract terminations, expiry, extensions and renewals
Manage performance and contracts of long-term and short-term suppliers
Review existing contracts with suppliers and vendors to ensure on-going feasibility
Perform risk assessments on potential contracts and agreements
Capacity Building
Provide support in conducting continuous capacity assessment of implementing partners, analyse gaps and provide trainings to strengthen capacities.
Train direct reports and other staff on procurement and logistic procedures and policies to ensure compliance
Provide support in orienting new staff on logistics policies and procedures
People Management
Ensure technical reports i.e. Logistics & Administration Officers in Turkana and Tana River have clear performance goals and development plans
Ensure performance review process is carried out bi-annually
Provide support, as required
Responding to Emergencies:
Participating and contributing towards Concern’s emergency response, as and when necessary
Complying with Concern’s health, safety and security guidelines during emergencies

Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Education, Qualifications & Experience Required
Essential:
Degree in Logistics, Procurement, Supply Chain Management or related field
Professional Certification in procurement and logistics or supply chain management
Relevant experience in procurement and logistics management including pharmaceutical supplies within the field of supply chain management.
At least seven (7) years’ experience in a similar role
Experience in emergency response and in setting up emergency logistics operations
Proficiency with computers programmes, excel, word, spread sheet
Good interpersonal, organization and communication skills
Desirable
Previous experience of working in an NGO and /or Concern
Innovative, team player with an ability to work under pressure
Confidentiality, integrity and ability to handle sensitive situations
Flexible/adaptable in the face of changing priorities
Ability to work with minimal supervision, take initiative, set priorities and support programs
