Job PurposeCISP is seeking an experienced Water, Sanitation and Hygiene (WASH) Engineer with technical expertise in water infrastructure, design rehabilitation, construction, management, hygiene and sanitation in ASAL contexts.
This position will guide the implementation of the WASH activities for the project in Tana River County (Galole and Tana Delta sub-counties).
Role and Responsibilities
Project Planning and Implementation
Ensure effective and high-quality implementation of CISP’s WASH programming in
accordance with project requirements and in line with donor regulations, as well as WHO, UNOCHA, UNICEF, SPHERE and other international standards.
Oversee selection and rehabilitation of selected water infrastructure such boreholes and Watergates.
Oversee community-led construction of underground rainwater harvesting structures for livestock and human water consumption.
Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
Conduct capacity-building for community groups and staff in the areas of water resource management, Hygiene and Sanitation.
Support the establishment/strengthening of Community Water Management Committees for identified water systems.
Be responsible for providing technical guidance on all WASH components of the project in the mission, giving support to the project team and partners during planning, designing and implementation of WASH activities.
Together with project team, implement WASH activities in line with the project proposal and donor requirements and ensure timely production of and submission of programmatic and financial reports.
Collaborate with relevant National and County government ministries, NDMA and partners at the Ward, County, and community levels to ensure integration and high quality implementation of all WASH activities.
Continuously review the WASH strategy and programmatic approaches to appropriately address and accommodate emerging changes in context.
Participate in conducting joint assessments and planning responses together with other stakeholders and team members and follow up on the recommendations.
Propose innovative WASH approaches relevant to the context including on climate change, water resource management, water quality, water security, etc.
Ensure that there is a creative and holistic approach to WASH programming; assist the team in finding ways to integrate hygiene and health promotion, water and sanitation facilities design, construction and maintenance, with Health, Nutrition, Livelihoods and food security programming.
MEAL and Quality Assurance
Support MEAL components of WASH activities in coordination with relevant stakeholders.
Travel extensively in the County for beneficiary engagement, support, supervision, and monitoring of project activities.
Ensure required records are kept and organized for all WASH activities, enabling real-time tracking of construction and rehabilitation progress.
Provide technical inputs in the planning and design of project specific operational research, including beneficiary mapping, baseline, and midline and endline evaluations related to the WASH outcomes and disseminate research publications for learning purposes.
Participate in regular project review meetings, team meetings and other monitoring mechanisms to assess project progress and resolve implementation bottlenecks.
Participate in the establishment of a Complaints and Feedback Mechanism and ensure it is effectively disseminated and utilized by project stakeholders and staff.
Track and prepare monthly, quarterly, bi-annual, and annual progress reports on the project’s activities and indicators as they relate to WASH, including documentation of key lessons learnt and successes stories.
Participate in the project procurement committee to offer technical advice.
Write impact stories, collect photos, and draft field reports in line with CISP communications guidelines as they relate to WASH.
Identify other opportunities in an ongoing manner that will add value to the overarching goal of the project.

Ensure cross-cutting themes such as gender, disability and environmental protection are integrated into the WASH activities and ensure implementation in a child-friendly manner.
Staff Management
Build the capacity of field staff, project ToTs and partner organizations on WASH, including through organizing and facilitating regular capacity building sessions and workshops as well as through on-the-job mentoring and technical support.
Liaise with and support field officers from consortium partners on technical aspects of project.
Advocacy and Networking
Ensure that project participants and partners are kept informed of all changes in Government laws, policies, and budgets in respect to the WASH aspects being implemented.
Work with partners and coalitions in advocacy activities with the government structures at the Ward/County level to address the needs of local communities and inform national level advocacy initiatives as they relate to WASH.
Travel as required within County and neighbouring Counties to ensure representation of CISP in key stakeholder meetings and working groups related to WASH at all levels for coordination, information sharing and informing relevant policies and strategies.
Ensure the correct visibility of CISP and the REBUILD project in front of beneficiaries and local authorities at the field level.
Minimum Qualifications and Experience
Minimum of a bachelor’s degree in Civil Engineering, Water Engineering, or a closely related field from a recognized university.
Minimum of 5 years’ progressive experience in development or humanitarian programming in the field of WASH with an emphasis on water infrastructure design, construction supervision and rehabilitation.
Ability to develop detailed designs of engineering drawings.
Excellent computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook), Auto CAD and EPANET 2.
Fluent in both spoken and written English and Kiswahili.
Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
Previous experience working in the ASAL Counties in Kenya and familiarity with the Tana River context.
Flexible and willing to work in a remote environment with extensive travel to multiple field locations.
Ability to conduct community needs assessments, program planning, implementation, monitoring and evaluation of WASH interventions and commitment to participatory approaches at all stages of the project cycle.
Excellent communication, facilitation, presentation, and representation skills.
Ability to work under pressure, take decisions and multi-task.
Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem-solving.
Energetic and connects well with people of all backgrounds, and able to inspire and motivate people.
Honest, gains trust easily and demonstrates a high level of integrity.

Desirable Experience
Experience with Community-led approaches to development and Communication for Social Change Strategies
Knowledge on Advocacy and Gender-responsive programming initiatives will be an added advantage.
