Emergency Project Manager

CCM- Comitato Collaborazione Medica is an INGO founded in 1968 in Italy and specialized in the health sector. Its core mission is contributing to the development processes which safeguard and promote the right to health, by acting with an integrated approach on the health needs and by influencing the social economical determinants.

CCM aims at improving health conditions of the population in low- income countries and intervenes through projects of international cooperation, education to the world citizenship, advocacy activities and interventions of health promotion in the context of migration processes.

CCM cooperates with the local communities and authorities to strengthen and develop the health systems, to improve accessibility to and the quality of prevention and healthcare services. CCM cooperates with local organizations and promotes an integrated and holistic approach to health by working directly with other local and international organizations in cross-­‐cutting sectors which help the complete well-­‐being of the individual.

In Greater Tonj, CCM is acting as the leading agency in supporting primary healthcare services and Nutrition services in partnership with the State MoH. The activities implemented include: (I) support to facility based primary health care; (II) community based interventions; (III) public sensitization campaigns on Health and Nutrition and; (IV) integrated response to cholera outbreak.

To ensure continuous surveillance, preparedness and integrated response to cholera and any other epidemic diseases outbreak in Greater Tonj, CCM intends to recruit qualified personnel to fill below position

Position: Emergency Project Manager

Duty Station: Greater Tonj

Number of Positions: 1

Contract Duration: Fixed term 5 months, starting the 1st of September 2017

Reporting to: Deputy Country Representative for Operations (DCR)

Summary of the position

Under the supervision of the DCR, the Project manager is responsible for the good implementation of the project. He/she is the line manager of the operational project teams and works in collaboration with State Ministry of Health and County Health Departments, along with CCM Juba procurement/logistics and administrative department to ensure that the activities are delivered in a timely fashion according to the budget and complying with our quality standards. His/her responsibilities include:

Coordinate and oversee the implementation of the integrated cholera response

· Ensuring that project objectives, targets and indicators are achieved according to the logical framework(s) of the project and the budget;

Monitoring the implementation of all emergency response activities and proposing adjustments where necessary;
· Updating the cholera response plan according to the evolution of the situation, including scaling down/up

· Ensuring the quality of the project activities established in conformity with the technical and project management standards of CCM;

· Providing technical guidance on how to improve relevance, adaptability and quality of the cholera response;

· Planning and overseeing project implementation in close coordination with the different technical departments and with Procurement/Logistic and Admin/Finance departments in Juba;

· Providing continuous
technical support, training, and orientation to the team to ensure quality of implementation;

· Prepare/ assist in the elaboration of technical reports and any other relevant documentation, ensuring respect to the deadlines and the consistency of health and related data;

· If required, participate in the conducting need-assessments and/or surveys in the project catchment area and assisting in the development of new project proposals.

· Coordinate the response with local authorities and stakeholders

· Supporting the SMoH/ CHD and emergency task force in establishing inter-sector coordination mechanism for adequate preparedness and response to epidemic diseases outbreak.

Providing regular updates to relevant partners on progress achievements, challenges, and planning
· Representing CCM externally (with support of DCR) in relevant technical forums at field and Juba level.

Monitoring, evaluation and Reporting

· Developing or reviewing monitoring tools for all activities of the response, and providing training/orientation to the team on their use

· Ensuring timeliness, quality and completeness of reporting for all planned activities, through systematic review and feedback on reporting tools

· Providing regular weekly update to the operations manager, detailing successfully implemented activities, challenges, proposed mitigation intervention as well as budget utilization rate;

· Preparing quality and detailed narrative and financial project mid and end-term reports for submission to the donor and other relevant stakeholders according to established templates and deadlines;

· Dissemination of the technical and operational expertise acquired in the course of the program.

Team Management

· Team management (leadership, monitoring, and motivation)

· Assessing training needs of the team and building their technical capacity

· Appraisal of team members according to CCM HR procedures

· Staff development of team members

Requirements:

Experience:

  • University degree or Diploma in relevant field .e.g. Public health, Social Sciences, or Emergency humanitarian response;
  • Minimum 3 years of experience in project management in an emergency context, with previous experience with management of epidemics preferred;
  • Team management and supervisory experience;
  • Previous experience in South Sudan is major advantage;
  • Extensive knowledge and understanding of the project cycle;
  • Experience in writing project proposals and reporting.

    Language:

  • Fluent English – written and spoken
  • Ability to communicate in Dinka and Juba Arabic is an asset

    Computer skills:

  • Proficiency in Microsoft Office Suite, working knowledge of spread sheet and database management.
