Background

The five-year Kenya Education for Employment Program (KEFEP) is an initiative funded by the Government of Canada and implemented by Colleges and Institutes Canada (CICan), the international voice for Canada’s colleges and institutes.

The program’s primary objective is to strengthen Technical and Vocational Education and Training (TVET) in Kenya. KEFEP’s lead partner at the national level is the Directorate of TVET at the Ministry of Education.

Job Summary

Colleges and Institutes Canada is currently seeking a Program Officer, with a focus on M&E. Reporting to the Senior Technical Advisor (STA), the Program Officer expected to support general program activities, and to specifically support data collection, entry, analysis and research in collaboration with a team in Canada.

The Program Officer will also be expected to support other aspects of program operations both in Nairobi and in the field.
Responsibilities

Monitoring and Evaluation
  • Deploy appropriate quantitative and qualitative instruments and data analysis plans.
  • Coordinate relevant qualitative and quantitative data collection across the country.
  • Carry out data entry and analysis using necessary software where applicable.
  • Ensure consistency and quality of analysis.
  • Help the team identify gaps in data collection approaches and data analysis.
  • Generate reports from datasets including data visualization (charts, tables, etc.).
  • Synthesize analyzed data into succinct summaries for including in resulting reports.
  • Write data analysis methodology sections for reports in clear, concise and easily comprehensible language.
  • Ensure that information collected and analyzed complies with proposed methodologies and standards.
  • Ensure that M&E reporting adheres to project timelines.

    Program Support
  • Participate in developing, planning, implementing and managing activities supporting KEFEP.
  • Coordinate the work flow associated with KEFEP, in particular provide guidance, planning and operational support to member institutions, the funder, associated staff and consultants.
  • Support the development of annual budgets financial activity reports.
  • Provide support to the STA, team members and partner institutions.
  • Support the preparation of communications products.
  • Participate in the development and implementation of policies, procedures and strategies.
  • Conducting research to support program activities.
  • Support the writing of narrative and financial reports, proposals and concept papers.
  • Perform other related duties as may be assigned from time to time.

    Qualifications
  • Bachelor's degree in a related social sciences preferably international development or similar
  • At least 3 years of experience working on international development projects, ideally in the education or TVET sector.
  • At least 1 year of professional experience in the implementation and usage of M&E systems, including data collection and analysis.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information.
  • Experience conducting mobile data collection including surveys.
  • Proficiency with M&E and statistical analysis software.
  • Experience conducting research and synthesizing primary and secondary data.
  • Understanding of statistical techniques needed to examine associations, or determine the significance of changes in groups or the status of a project.
  • Understanding of content analysis of qualitative data; ideally with experience using qualitative data analysis techniques.
  • Experience developing data analysis plans and supporting data analysis teams.
  • Demonstrated ability to write up statistical analysis, study findings and other types of results in clear, concise and error-free English.
  • Demonstrated experience working with an international team.
  • Demonstrated competence in the planning, implementation, administration, and reporting of donor-funded projects, ideally with experience using Global Affairs Canada results-based management tools.
  • Excellent organizational, communication, and interpersonal skills.
  • Ability to work both independently and collaboratively on a team.
  • Attention to detail and accuracy.

    Mid-January 2017

    Duration
    Initially a short-term (3-4 month) full-time contract with a possibility of long-term employment.

    Nairobi with some travel within Kenya

    Job Summary


    Colleges and Institutes Canada is currently seeking a Gender Specialist. Reporting to the Senior Technical Advisor, the Gender Specialist is expected to support the integration of gender considerations in all project activities and to ensure gender targets are being met.

    The Gender Specialist will act as the principal resource on gender equality issues, practices and policies relevant to TVET. Under the direction of Colleges and Institutes Canada, the Specialist will interact with KEFEP partners, including government ministries, agencies and programs, industry employers, Kenyan technical and vocational institutions and their Canadian college partners.

    Responsibilities

    Planning
  • Review the current Gender Equality strategy in the design document, and prepare a revised strategy for the Project Implementation Plan (PIP).
  • Guide/Oversee/Develop and coordinate the continuous improvement of KEFEP’s gender mainstreaming approach and tools.
  • Keep abreast of current global trends, developments and innovations in gender equality and related fields (i.e. women’s economic empowerment, women’s rights, etc.).
  • Collaborate with program and Canadian college staff to ensure gender work is integrated throughout KEFEP, including planning, project/program design and implementation, and organizational learning.

    Project Support
  • Ensure integration of gender in project design through the development and use of gender-sensitive monitoring and evaluation, and results-based management tools (i.e. Logic Model,
  • Performance Measurement Framework, Risk Register, etc.).
  • Oversee and participate in the development and implementation of gender assessments and gender equality strategies in all KEFEP activities.
  • Develop a gender equality strategy and action plan that can be integrated into the KEFEP work plan and inform the work plans of the institutional partnerships between Kenyan and Canadian TVET institutions. In particular, the Specialist will suggest gender approaches, content and strategies for inclusion in teacher training, leadership and management training, curriculum development for new and renewed TVET programming, and marketing programs.
  • Oversee and participate collaboratively in the development and implementation of gender-sensitive programming, including work planning, reporting, and capturing lessons learned/best practices.
  • Provide input into program budget planning for gender project activities.
  • Provide technical assistance, including training and advice, for gender mainstreaming and gender equality programming to staff, consultants, and project partners, including government institutions, non-governmental organizations, academic institutions, civil society organizations, and private sector partners as needed.
  • Develop guidelines for Canadian partners on GE issues and suggestions on how they can integrate these in teacher training and teaching materials.
  • Contribute to the development of KEFEP’s monitoring and evaluation framework, and provide feedback and assistance on ongoing monitoring activities.
  • Contribute to the development of KEFEP communication materials, including web-based and print media.

    Qualifications
  • At least Bachelor’s Degree in a related subject area.
  • At least eight (8) years of progressively responsible professional experience working on gender responsive programming in development settings.
  • Familiar with development programming and working with inter-governmental organizations.
  • Practical knowledge of results-based management (RBM) approach.
  • Proven experience combining formal expertise on gender mainstreaming and gender equality with experience of applying these concretely to specific development sectors, plans, policies and business processes.
  • Strong written and verbal communication skills.
  • Strong problem-solving and adaptability/flexibility capabilities.
  • Fluency in English; Swahili considered an asset.
  • Good knowledge of TVET or the higher education sector is highly desirable.
  • Knowledge of the energy and/or agriculture sectors is a strong asset.

    1 year contract of up to 75 days, renewable for subsequent years
