The ProgrammeThe Joint Monitoring and Evaluation Commission (JMEC) in South Sudan, was inaugurated in November 2015.
Its remit, under the terms of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (“Peace Agreement”), signed in Addis Ababa, Ethiopia in August 2015, is to monitor and oversee all aspects of the implementation of the Agreement by the Government of the Republic of South Sudan and the Sudan People’s Liberation Movement/Army in Opposition (SPLM/A - IO), as well as other signatories.
This UK-funded project provides technical assistance to JMEC, as well as targeted subsidiary bodies; such as the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM).
The PositionThematic Advisor on Humanitarian Affairs, specific tasks include but are not limited to:
Dispatch progress updates on the program implementation, through coordination with the JMEC Deputy Chief of Staff. In accordance with the instructions from the Chairperson, Deputy Chairperson and Chief of Staff.
Primary contact to liaise to government institutions and mechanisms borne through the Agreement on the Resolution of the Conflict in the Republic of
South Sudan (ARCSS). Also required to liaise with international partners on humanitarian matters and collaborate with external subject matter experts and consultants.
Assesses and report on the compliance of these bodies and mechanisms with the ARCSS and highlights appropriate assistance required respectively.
Advisory to the JMEC Leadership, on challenges and areas of improvement in the work of pre-transitional and transitional institutes. Also able to delivery appropriate correction strategies.
Contribute to the reporting requirements of JMEC to national and international interlocutors.
Contributes to development of JMEC reports, policy, working papers and memoranda.
Perform secretarial roles for the Humanitarian thematic working committee.
Assist the JMEC Chairperson, Deputy Chairperson and Chief of Staff with all other task, as required and assigned.
Desirable:
Long commitment: Maximum of 2 years. Regular deployments of 6 to 8 weeks in Juba.
Senior level experience: +10 years.
Experience of working with DFID and understanding of the DFID standard.
