IntroductionThe purpose of this request for proposal (RFP) is to identify a vendor to develop a website for CECOE and provide long-term maintenance, patching and support.
Goals
CCRDA, the financial managing partner of CECOE, is seeking a vendor proposal to design a website to provide information and educate members of the Ethiopian electorate, Ethiopian civil society organizations, media, international partners, international and development community, and any interested stakeholder about CECOE and its work, and to publicize opportunities to get involved.
The website will also be the primary place where CECOE will publish press releases and information on its election support activities, including election observation reports.
Schedule and Budget
Proposals should include appropriate milestones and work breakdown structure, and a schedule for implementation of the project.
Proposals are due by MONDAY, August 24, 2020, but proposals will be reviewed as they are received.
Website development needs to be completed November 30, 2020.
However, CECOE will discuss and negotiate with selected service provider mutually acceptable timelines for deliverables.
The proposed budget must include all labor, any materials, costs associated with holding virtual and in-person meetings, design, quality assurance, and the transfer of the finished product to a production server with a tutorial on how to update its content and access to all files, data and databases.
Functional Requirements
The website should
enable content to be easily managed by staff with little or no technical expertise
be multilingual. While we expect to launch the website in Amharic, the site should be able to be easily translated into English and local Ethiopian languages (such as Afan Oromo, Afar, Tigrigna, Somali and others)
have a visually appealing but simple design that takes into account users with low-bandwidth internet connections
be optimized for all screen sizes, especially smartphones
represent press releases, election observations reports, training materials and resources, and other publications in an organized way that is easy to navigate and read. Resources and reports should be accessible both as full-text on the website and as downloadable PDF files
integrate social media channels into design
provide opportunities to get involved through a list of upcoming events and signup forms, including volunteer and email subscriber registration forms
Technical Requirements
The website should
be built on the latest stable version of a well-known content management system (CMS) like Drupal, Wordpress or Joomla to be hosted by an enterprise-grade server provider, such as Amazon Web Services, with daily server-level backups, and be protected behind a content delivery network, like CloudFlare. The server and technology stack will be administered by the vendor.

support three most recent versions of IE, Chrome, Firefox, Safari and all mobile browsers.
have no errors or warnings on Google pagespeed reports
be able to handle 5,000 visitors per day
should pass Google Page speed test with no warnings or
errors
should pass the mobile friendly test with no warnings or errors
Security Requirements
The vendor will take steps to ensure that any data that is collected on users through the site is stored securely and access is limited to individuals identified by CECOE.
Furthermore, the website will use the latest secure release of the CMS and the vendor will monitor and patch the website if new vulnerabilities are identified or updates are required.
Maintenance Requirements
The vendor will provide a year of maintenance and support after the launch of the website.
The vendor will also be available for continued maintenance and support after the one-year maintenance period.
Target Audience
The primary target audiences for this website are members of the Ethiopian electorate and citizens (home and abroad) who are interested in information about the conduct of national and local elections as well as referenda, member organizations of the CECOE, and other Ethiopian CSOs, the National Electoral Board of Ethiopia (NEBE), political parties, government, media and other public agencies, CECOE’s international partner organizations and other interested domestic and international audience.

a statement of work including the overall strategic approach, an example workflow, timeline/gantt chart that details the timeframe for completion with key milestones for this project.

a breakdown of project costs by project phase (example: Requirements, Design, Development, Testing, Launch, Hosting/Maintenance)
bios and competencies of key staff that will be working on the project
company profile, including length of time in business, core competencies, pertinent vendor partnerships, and a description of the firm’s organizational capacity to complete this project
any and all assumptions associated with the project
references from similar past projects
fee for post-maintenance-period work
evidence of renewed operating business license and tax compliance

CECOE may request meetings to discuss proposals.
CCRDA, on behalf of CECOE, reserves the right to reject any and all bids. CCRDA reserves the right to consider bids for modification at any time before a purchase is made.
CCRDA shall not be liable for any costs associated with the preparation, transmittal or presentation of any materials submitted in response to the RFP.
CCRDA reserves the right before making an award to request further information.
Bids and associated pricing is expected to be valid for a period of six months from the date of bid submission.
Payment terms will be negotiated in a final agreement between CCRDA and the contracting company.
