Clinton Health Access Initiative NGO Technical Advisor, Policy - Reproductive, Maternal, Newborn, Child and Adolescent Health Job Opportunities in UgandaHe/She will support CHAI to influence priorities in the area of Reproductive, Maternal, Newborn, Child and Adolescent Health in Uganda including the area of reproductive health rights, maintain technical partnerships, and provide strategic technical support to ensure that evidence is updated, generated, collected and disseminated for effective technical and policy dialogues.
Responsibilities
Facilitate and provide technical assistance to Ministry of Health in order to ensure smooth implementation of Reproductive, Maternal, Newborn, Child and Adolescent Health strategy, guidelines and protocols at subnational level
Work collaboratively with other Reproductive, Maternal, Newborn, Child and Adolescent Health partners to render technical support to Ministry of Health in the implementation of the investment case for Reproductive, Maternal, Newborn, Child and Adolescent Health and the Family Planning costed implementation plan mainly focusing on the implementation of high impact reproductive, maternal and adolescent health service interventions
Stay abreast with any new developments and technologies in the field of reproductive, maternal and adolescent health and appropriately advise the Ministry of Health and stakeholders on their appropriateness, efficacy and effectiveness
Liaise with Ministry of Health, the World Bank and other key-stakeholders to facilitate the successful roll-out of the Global Financing Facility at national and sub national levels in Uganda
Qualifications
Advanced degree or equivalent in Public health, Public policy, International relations, International Development, Public administration, Management or other related field
At least 5 years’ relevant work experience
Advanced proficiency in computer packages such as Microsoft Office, particularly Excel, PowerPoint, and Word
Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills
Practical project/program management experience

Clinton Health Access Initiative NGO Technical Advisor, Referrals and Linkages - Reproductive, Maternal, Newborn, Child and Adolescent Health Job Opportunities in Uganda
He/She will ensure that sustainable interventions to strengthen referral and transportation systems for health care are developed and implemented in CHAI-supported program areas and will provide strategic technical support, capacity development of health workers, transporters and first responders;
Responsibilities
Lead the establishment of a referral network model, including standardized referral protocols that facilitate linkages between different service delivery points in selected districts
Attend and facilitate periodic referral, communication and transportation reviews at regional and district levels
Support development /adaptation of Information Education and Communication material for dissemination of information related to community-facility transportation systems and emergency transportation systems
Undertake ongoing field visits throughout districts for the participation in, or monitoring of referral, communication and transportation related project activities
Ensure coordination and facilitation within the other program areas to connect with linkages and referrals
Develop and submit monthly reports on client use of linkage and referral components and to senior program management
Qualifications
Bachelor’s degree plus at least 5 years’
of work experience
Experience working in the private sector
Advanced proficiency in computer packages such as Microsoft Office, particularly Excel, PowerPoint, and Word

Clinton Health Access Initiative NGO Program Manager - Reproductive, Maternal, Newborn, Child and Adolescent Health Job Opportunities in Uganda
The Program Manager ensures the effective and efficient management of the program by supporting design, planning and management processes.
Responsibilities
Program management and coordination
Work closely with the Associate Director to oversee program implementation in target districts in Uganda and coordinate with other program partners and stakeholders, particularly the Ministry of Health
Provide technical supervision and assign technical responsibilities as needed for the program staff ensuring adherence to and integration of global and national standards and practices
Liaise with other organizations and CHAI global teams to collaborate in standard setting, materials development, documentation and learning activities
Monitor the implementation of program activities, program finance expenditure, and program Monitoring and Evaluation
Program implementation
Report to Associate Director on all technical, administrative and financial activities affecting program implementation
Guide program staff in design and development of Annual Operation Plans and budgets
Communicate program technical changes / differences to relevant stakeholders
Coordinate implementation studies and promote learning through the best available practices and resources.
Project monitoring and evaluation
Ensure a functional project Monitoring and Evaluation system
Review quantitative and qualitative data on an ongoing basis to evaluate performance of the project and provide guidance to the program implementing team
Ensure the timely preparation of high quality project performance updates
Qualifications
Master’s Degree in business administration, medicine, public health or a related field, or equivalent job experience
A minimum of 5 years’ experience in a rigorous private or public position, with increasing levels of responsibility and leadership
Excellent communication and relationship management skills
Strong quantitative skills, including proficiency in Excel
Ability to create compelling, logical presentations and reports, using PowerPoint, Word and other media
