Since its inception, CHAI’s programs have helped more than 11.8 million people in more than 70 countries have access to CHAI-negotiated prices for HIV/AIDS medicines, saving the global health community billions of dollars.

Program Overview

Reproductive, Maternal, Newborn, Child and Adolescent Health outcomes in Uganda remain below national and global targets despite concerted efforts by policy makers, health managers, service providers, development partners and civil society organizations.

While investments in Reproductive, Maternal, Newborn, Child and Adolescent Health have translated into tremendous scale up of essential services for women, children and adolescent girls, indicators still remain poor.
For instance, while under five mortality reduced by 50% between 2006 and 2016, neonatal mortality increased over the same period of time from 24 per 1,000 live births to 27 per 1,000 live births; far from the national goal of 10 neonatal deaths per 1,000 live births by 2020.

Maternal mortality is unacceptably high, with a nationwide maternal mortality ratio of 336 per 100,000 live births, indicating that the risk of a woman in Uganda dying due to complications in pregnancy or childbirth is four times the global average and above the national target of 211 per 100,000 live births by 2020.

Uganda’s modern contraceptive prevalence rate among married women is 35% and only 20% among married adolescents, contributing to a high teen pregnancy rate.

CHAI will implement an evidence based Reproductive, Maternal, Newborn, Child and Adolescent Health project to support the Government of Uganda address the challenges above.

The 4 year project will focus on ensuring that timely and quality Reproductive, Maternal, Newborn, Child and Adolescent Health services are available and accessible to women, adolescents and children.

Working at national, district, and community level, the program will focus on equipping, and building the capacity of the health system to ably manage, deliver and sustain improvement in Reproductive, Maternal, Newborn, Child and Adolescent Health programming. The project will be implemented in 5 districts.

Position Description

This position will oversee the implementation of program activities in the selected program district.

The Coordinator will provide routine technical assistance to the district to implement the program interventions. The Coordinator will work within existing local government structures and health governance mechanisms.
Working closely with the District Health Officer, this position will play coordination/liaison functions in the implementation of the Reproductive, Maternal, Newborn, Child and Adolescent Health Program at the district, health facility/institution and community health system levels.

Responsibilities

Program Coordination:

Support and ensure the rollout of the CHAI integrated

Sexual, Reproductive, Maternal and Neonatal Health (SRMNH) interventions to target health facilities and communities.

Support development, timely submission and tracking of annual, quarterly and monthly work plans and budgets for Reproductive, Maternal, Newborn, Child and Adolescent Health interventions in the selected districts of operation.

Review and improve technical strategies employed by district technical teams to ensure the CHAI project work plan is adhered to and implemented with measurable success.

Represent the program in various fora at district, facility and community level to articulate program priorities and recommended actions.

Coordinate with Ministry of Health and other stakeholders implementing integrated Reproductive, Maternal, Newborn, Child and Adolescent Health services in the region to synergize interventions.

Collaborate with District Health Officers , hospital directors and health facility in-charges, Health Unit Management Committees, health assistants, Village Health Teams and lower local governments to promote program interventions

Technical Assistance:

Provide technical guidance and support to District Health Management Teams (DHMTs) and implementing partners in the areas of supply chain and logistics management, equipment maintenance planning, data demand and utilization, planning and budgeting as well as Reproductive, Maternal, Newborn, Child and Adolescent Health service quality improvement.

Work with the District Health Management Teams to provide support supervision and guidance to target health facilities and community health structures using best practices and evidence-based practices.

Build the capacity of district teams to continuously support health facilities to improve Reproductive, Maternal, Newborn, Child and Adolescent Health services using Quality Improvement approaches.

Carry out regular activities to assess and build necessary competencies of the district health management teams and other focal persons supporting CHAI program work in the selected districts/ health facilities.

Reporting, Monitoring and Evaluation:

Ensure timely compilation and submission of quality and accurate reports biweekly, quarterly and at all other requested times

Provide support to program monitoring and evaluation and impact assessment efforts;

working in close collaboration with the Monitoring and Evaluation team to ensure that data collected is accurate, valid and captures process and outcome indicators.

Apply the collaborative improvement approach with the district health officers and regional referral hospitals to spread new learnings throughout the health facilities at a regional level.

Work with program technical leads to document best practices in form of case studies, success stories, abstracts, video clips in addition to the routine biweekly updates, quarterly and annual reports for the work done.

Perform any other duties as assigned by the supervisor

Qualifications

Clinical background in nursing with experience in Maternal, Newborn and Child Health

Minimum 2 years’ experience working in Maternal, Newborn and Child Health

High emotional intelligence, patience and thoughtfulness even in high pressure, stressful situations

Experience working with local communities and districts in implementation of health interventions

Proficiency in Microsoft Office, particularly Excel, PowerPoint and Word

Basic analytical (qualitative and quantitative) and communication (written and verbal) skills

Knowledge of a local language is ideal
