Civil Aviation Authority Senior Transport Officer - Jobs in Uganda
Civil Aviation Authority (CAA) is a corporate body responsible for regulation of civil aviation in Uganda.
It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes.
CAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).
Principal Accountabilities:
Plan for proper movement of vehicles
Plans for the deployment of vehicles to, ensure no CAA duties are unattended due to lack of transport.
Schedules movement of vehicles to cover various needs of CAA.
Ensures the schedule covers for the vehicles which
are in CAA garage.
Programme all matters related to repairs and maintenance of vehicles
Programs scheduled maintenance for CAA vehicles.
Monitors vehicle maintenance schedule to ensure timely maintenance
Fleet Management
Monitors running costs and ensures that expenses are consistent with the approved budget.
Monitors, controls, regulates and reports about fuel usage.
Prepares and maintains vehicle allocation schedule
and proposes changes as may be necessary.
Participates in developing transport risk register.
Participates in scheduling of insurable vehicles and automotive equipment in liaison with Legal Department.
Manages licensing and registration of vehicles.
Monitors expiry of license and, registration by drawing
a license- registration schedule indicating expiry date
for each vehicle.
Updates the schedules to include and exclude
purchase and disposal of vehicles respectively.
Handle all matters regarding motor accidents
Manages motor vehicle accidents by following the laid down lawful procedures in the Transport Management Manual.
Make reports on vehicle status and mechanical conditions
Prepares monthly allocation schedule
Maintains a database of fleet management cost for each vehicle.
Maintains and updates the fleet inventory.
Verifies fuel bills submitted by the suppliers to ensure accuracy.
Follows up suppliers’ bills to ensure that they are paid in time.
Carries out vehicle’s inspection using CAA inspection form to check on vehicle’s general conditions and accessories, e.g. dents wheels, jack, mirrors etc.
Human
Resource Management
Supervises staff to ensure that staff deliver results expected.
Implements staff Management on direct reports in the department.
Conducts and ensures adequate On-The-Job training(OJT) for Transport Section staff.
Participates in disciplinary matters in the section.
Carries out any other lawful assignment allocated by the immediate supervisor/Management.
Academic Qualifications
An honours bachelor’s degree from a recognized University, preferably, in Transport Economics or Business Administration or Economics or Commerce or Public Administration.
Membership to the Chartered Institute of Logistics and Transport or any other relevant professional body would be an added advantage.
Experience
Must have 5 years working experience in an administrative role involving Fleet Management and Maintenance, 3 of which must be at supervisory level in a large and reputable organization.
Knowledge and Skills
Must have proven record of result orientation.
Should have a high level of initiative, integrity, a good team leader and good commercial orientation.
Should be able to work with minimum supervision.
