Civil Aviation Authority Manager Accounting - Jobs in Uganda

Civil Aviation Authority (CAA) is a corporate body responsible for regulation of civil
aviation in Uganda.

It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes.

CAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

The Authority now plans to recruit suitably qualified Ugandans of impeccable integrity
and commitment to fill the following positions in its establishment as detailed below:

    Job Purpose

    To ensure the effective verification and adequate implementation of controls over the
    various payment activities and to determine compliance with established policies and
    procedures.

    Qualifications/requirements

  • B.Com (Hons) or BBA (Hons) Accounting/Finance option obtained from a recognized University.
  • A Masters’ Degree in Accounting / Finance/ Business Administration obtained from a recognized university.
  • Full ACCA or CPA qualification
  • 6 years relevant work experience with clear increasing level of responsibility in an
    Audit or Accounting function of a Government/Parastatal or a reputable large business organization.
  • Must have working knowledge in MS Word, MS Excel, MS Power Point and computerized accounting
  • Familiarity with SUN accounting software will be an added advantage.
  • Should be between 30 to 40 years of Age

    Principal Account-abilities
  • Ensures adequate verification of all documents attached to payment invoices for instance legal documents, procurement documents, project completion reports, and reconciliation reports.
  • Ensures review of contracts attached to invoices for compliance and conformity
  • Ensures adequate verification of certificates of completion of works and projects for
    authenticity before payments are released
  • Reviews monthly payroll preparation process for accuracy and completeness.
  • Confirms that all entries and exits are captured and that proper payroll reconciliation
    is done.
  • Reviews and
    verifies PAYE and NSSF computations for accuracy and completeness
    before they are approved for payment
  • Carries out financial risk assessment for payment transactions and advises the
    accounts department accordingly
  • Ensures adequate verification of staff claims for accuracy and compliance with CAA
    regulations
  • Verifies cheques and other payment vouchers for accuracy before these are released
    for payment
  • Ensures adequate verification of adjusting journal vouchers for accuracy before they
    are posted to the general ledger.
  • Ensures adequate verification of staff accountability statements for accuracy and
    attachment of all necessary documents before these are posted to the general ledger.
  • Participates in the attraction, retention, motivation and development of staff that are
    dedicated to outstanding performance in the department.
  • Carries out any other lawful assignments allocated by the immediate Supervisor.
