Primary Purpose: The Deputy Regional Representative, Program will develop and lead a small team of technical and Business Development experts able to support the country offices to build and maintain the technical capacity required to diversify country programs. The position will also fill in for the Regional Rep for Africa in that person’s absence, especially in regional-level donor relationships.
The position leads programmatic strategy for portfolio development, collaborating with CWS HQ Business Development Unit and Technical Unit. The Deputy Regional Representative Programs represents CWS Africa in regional and global engagement activities.
Essential Duties:General Oversight:Defines and implements strategies to improve and maintain CWS Africa (region and countries) technical capacity.
Ensure regional and country program staff have the technical skills and abilities to adequately implement their programs.
Develop and, in collaboration with country teams, lead the regional emergency and humanitarian response program rebuilding relationships, funding, and capacity in disaster/emergency response programs.
Programs leadership, Strategic Planning, and Regional Learning
Ensure effective project implementation and manage regional and program/project personnel to achieve the objectives agreed to in grants and contracts for the CWS regional program.
Define and implement the regional learning strategy (including program evaluation and research) and disseminate findings from CWS programs and projects.
Oversee research design, methodology and dissemination of information needed to monitor and evaluate programs and projects.
Works with staff to develop program proposals, concept notes, and program reports, especially in response to new or emerging areas.
Works directly with partners to ensure outcomes in program implementation, reporting, and grant applications as needed.
Leads implementation of regional work-plan.
Works with staff to complete regional priorities.
Supports research and field strengthening efforts.
Identifies opportunities for program growth and improvement.
Reviews and provides feedback on program documents.
Business Development and Fundraising
Develop and monitor the business development and program growth strategy of the region.
Oversee the generation of concept papers, proposals and other information as needed for submission to donors and others for fundraising purposes, for regional, country and global audiences.
Solicit funds and in-kind donations from corporations, foundations, governmental organizations, multilateral, and bilateral agencies in the region.
Fund Development, Partnerships, and External Relations
Develops and manages the implementation of MOUs.
Supports ongoing partner relationships.
Represents CWS Africa with partners, governments, civil society organizations, and other stakeholders as needed.
Host or travel with constituent groups and visits.
Managing Staff
Supervises and supports regional staff, especially in areas regarding day-to-day operations.
Ensures well-being and care of regional staff.
Works with Regional Representative to ensure that relevant staff have up-to-date job descriptions, annual goals, and professional development plans.
Facilitates and organizes staff meetings.
Liaison with HQ
Serve as CWS focal point in Africa for emergency response, business development/fundraising, compliance, technical capacity and program development**.**
Qualifications:
Experience:
A minimum of fifteen (15) years of relevant experience working in international development, humanitarian and emergency response, with demonstrated supervisory experience.
Experience designing and implementing large scale, multiyear USG and other major institutional donor -funded development projects in the Greater Horn of Africa, and/or Central and Southern Africa countries required.
Experience working in large scale, sustainable development (Resilience in Arid & Semi-Arid Lands, Water Resource Development and Capture, Food Security, Ag Livelihoods), emergency response, refugees, migration, protection, gender inequality, and/or development and with a diverse population.
Experience supporting national civil society partners in for project/program activities.
Demonstrated experience and knowledge establishing systems and overseeing start-up under limited time constraints as well
as program close-out.
Financial management experience, including budgeting, financial management (tracking, reporting, and accounting), and procurement.
Experience with activity design, development, and implementation.
Past representational experience with host governments at the Ministerial level, regional organizations including bi-laterals and other donors, and civil society.
Skills:
Excellent communication and interpersonal skills.
Strong analytical capacity.
Excellent oral and written English.
Ability and enthusiasm to travel extensively and often to remote project sites.
Strong management and leadership skills, including the ability to mentor staff.
Computer literacy, including use of Internet resources, word processing, presentation, spreadsheets, etc.
Education & Certifications:
Bachelor’s Degree in relevant field is required.
Master’s degree is preferred.
Abilities:

Exercise good judgment and seek guidance as appropriate when confronted with unanticipated problems in the field.
Maintain a high-performance standard with attention to detail, completing tasks within set timeframes.

Work independently and contribute to overall operations of CWS Africa.
As appropriate, actively participate in the strategic planning and implementation of the U.S. Refugee Admissions Program (USRAP).
Be flexible with changing of daily duties as needed.

Special Requirements:
COVID Vaccination is required for all successful candidates.
The candidate should be of good health, willing and able to travel extensively in often difficult conditions and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa
This position is based in Nairobi, Kenya
This position requires use of laptops at all times, competence in Microsoft office packages is required.
This position may require travel in sub-Saharan Africa on short notice and under sometimes difficult conditions to meet demands of a dynamic operational program.
Background check which includes references, and an educational and criminal check is required before the start of employment for international applicants.
Internationals - International applicants must be legally eligible to work and obtain a work permit in Kenya OR A valid U.S. passport and the ability to maintain a valid U.S. passport throughout the entire appointment is required, which includes having enough passport pages for travel.
Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.
Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.
The US Embassy rates Kenya as both HIGH in crime and HIGH in terrorism. Incumbents should fully understand the insecurities present within Kenya and the region.
