CHS Monitoring and Evaluation Officer Jobs in Kenya
CHS is currently sourcing for a high calibre, self-motivated and dynamic individual to fill the position of Monitoring and Evaluation Officer – VMMC (40/CHS/M&E/2018) in Siaya.
Overall Job FunctionResponsible for coordinating all VMMC M&E field-related activities and provide constant feedback to both the technical and program teams including health care workers in health facilities.
Key responsibilities include but are not limited to:
Ensures that the daily teams’ data performance from the field are summarized and shared with the Ministry of Health (MoH) and program teams for daily performance monitoring. This data eventually feeds into the CDC and NASCOP reporting tools
Supervises the VMMC Data Officers and Data Clerks by ensuring that the VMMC M&E priority monthly performance indicators are met
Issues red flags if a team’s data performance in two consecutive occasions is below the target
Ensures that data from the client’s files are entered into the VMMC database by Data Officers within the facility and within the stipulated time, while ensuring that no client file leaves the health facility
Performs monthly QA/QC for all the data entered. Feedback report to be given to the VMMC program QA/QC committee and county VMMC committee meeting
Performs monthly and quarterly VMMC M&E quality assessment for all the VMMC sites to identify M&E gaps in the quality of care offered to VMMC clients
Prepares comprehensive quarterly program VMMC graphical and data M&E reports and monthly summary data reports, while ensuring that the national protocol on VMMC data reporting guidelines are followed by data team to the latter
Ensures that all VMMC program M&E /data entry, reporting and evaluation tools both MoH and program-related are available at the service provision sites
Participates in the county and inter-county VMMC taskforce M&E team meetings
Attends sub-county VMMC steering committee meetings and gives reports on sub-county VMMC M&E and database
In coordination with the VMMC Program Officer, ensures that the sub-county VMMC Data Officers move from one health facility to the other within the sub-county for facilities VMMC data entry and processing. S/he will also ensure proper and prompt coordination of Data Officers weekly transport schedule in harmony with the sub-county clinical teams transport schedule
Joins the county and sub-county sCHMTs VMMC quarterly support supervision exercises and joint reports writing on M&E activities
Oversees the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
Works closely with the CHS Project’s Monitoring and Evaluation Advisor or his/her designate and project technical team to manage all
data entry related activities and ensure maintenance of up-to-date project databases including VMMC Database, DHIS, DATIM, CRIS, etc. as needed
Provides expertise while leading VMMC internal/external data quality assurance process as well as reporting on compliance with national policy and regulatory requirements
Leads the formulation of approaches for the scale-up of VMMC services and for the transition to sustainability monitoring systems through project IQ
Ensures high-quality VMMC implementation, consistent with NASCOP/PEFPAR monitoring and evaluation guidelines, protocols, information and reporting systems
Uses data to contribute towards strategic decision-making and project planning with project leadership, i.e Peer Mobilizers report and Moonlight planning.
Oversees and/or conducts targeted evaluations and operations research, including design, data collection, management and analysis
Any other assignment as given by the supervisor

Qualification and Skills Required
A bachelor’s degree in public health, biostatistics, statistics, monitoring and evaluation, social sciences or an equivalent academic qualification from a recognized institution
At least three years’ experience in monitoring and evaluation of VMMC, HIV/AIDS care and treatment, PMTCT, TB/HIV and HTC programs in Kenya
Functional Skills
Monitoring and evaluation techniques and processes
Data collection and management
Analytical and research skills
Good report writing skills in English
Good interpersonal skills
Excellent computer knowledge with command in MS Excel among other packages of MS Office
Handling data through STATA or SPSS
Communication skills for presenting monitoring findings
Time management and ability to prioritize multiple tasks
A self-motivated person able to work without close supervision
Able to work effectively in a diverse team environment
Travelling to far-flung areas independently for M&E
