The South Sudan programme is on a positive and exponential growth path as evidenced by increase in funding base, strengthened humanitarian and long term developmental response, improved performance and strengthening of its networks.
The South Sudan programme anticipates continued insecurity causing further displacement, economic decline, and a deepening of the humanitarian crisis which will be increasingly challenging to respond to due to a more restrictive operating environment.
In addition to this, the donor narrative has shifted to an increased emphasis on the role of national partners.
About the role
The SPM role will lead and manage a vibrant and growing programme, including managing a team with mixed technical input and ensure appropriate support for partners.
The SPM will play a key role in developing the programme to ensure a strong niche for Christian Aid in South Sudan.
The Senior Programme Manager (SPM) will therefore directly underpin and propel the programme's growth trajectory.
This role will ensure delivery of South Sudan programme in a manner that considers value for money and will coordinate activities across different projects and programmes to minimize duplication of efforts and leverage further funding.
About you
You be directly responsible for programmes delivery; ensuring coordination of interventions and carrying out troubleshooting and representation.
This will include travelling to project sites to meet and address implementation issues with partners as a representative of senior management.
You will also work closely with the Programme Development and Funding Manager and Country Manager in resource mobilization.
You will be expected to attend meetings with donors and represent Christian Aid at technical working groups and various cluster meetings.
You will be expected to take a long-term strategic perspective, understanding which short-term decisions might compromise future options or open up new opportunities.
You will be expected to respond quickly and decisively under pressure to crisis or problems that affect others, making decisions that are evidence-based, realistic and balance short- and long-term impacts.
You will also work closely with the team in consolidation of results and dissemination of key experience that would provide input in designing new programmes that should be influencing policies
Key outcomes
Effective management and delivery of the country programme, implemented by local
and national partners
Ensure overall programme cohesiveness and strong linkage between peacebuilding,
humanitarian and developmental interventions, communications and advocacy
Representation of Christian Aid and the country programme in internal and external
meetings, and the media
Strengthened relations with key external stakeholders including donors, humanitarian
and development actors, civil society and relevant government authorities
Effective coordination of the country programme within humanitarian coordination
mechanisms, and with other relevant stakeholders including NGOs, UN and faith
based actors
Local and national actors supported to take a lead role in tackling the root causes of
the crisis, humanitarian response and development, in a way that builds resilience and
strengthens local capacity
Develop and manage the partner and project portfolio, including responsibility for all
aspects of the programme cycle and for budgets, funding and donor compliance
Recruitment, induction, management and development of high
performing team of
staff, consultants and accompaniers who are meeting their objectives
Country team kept informed on security, access and operational issues, and country
security, evacuation and relocation plans kept up-to-date

Relationships

Internal The post holder will collaborate closely with the South Sudan team, other departments within the organisation including humanitarian, programme advisors, advocacy, programme funding, communications and media, finance, HR, Corporate Security Manager
Decision making
This is a senior leadership and management role. The post holder is required to make decisions relating to the leadership and management of the team. This includes bringing a strong strategic focus toprogramme development and management.
Budgetary/savings responsibility
Responsibility for overseeing more than 2 million GBP annual budgets. Responsible for agreeing and overseeing agreements and contracts with donors.
This role will ensure delivery of South Sudan
programme in a manner that considers value for money and will coordinate activities across different partners, programmes and projects to minimise duplication of efforts and leverage further funding.
Savings expected to be realised from effective programme planning and coordination, joint travels and charge outs to restricted funds.
Analytical skills
Responsible for development and implementation of South Sudan programme consisting of diverse projects funded under different donors.
The post holder will ensure coordination of project interventions and carry out troubleshooting, making decisions that are responsive to each unique situation.
This is a highly complex operating environment and programme with a range of partners.
The country programme also feeds into and has implications for wider Christian Aid priorities. Expected to take account of the wider and longer-term consequences of own and others’ ideas, recommendations and decisions.
Risk assessment is an important part of developing the solution. Innovation and problemsolving are fundamental to developing solutions.
Person specification
Applied skills/knowledge and expertise
Essential
Experience working in South Sudan or other high-risk conflict environment
Substantial experience of programme management with multiple stakeholders
Strong experience working with local and national partners
Substantial management and leadership experience (excellent supervision, interpersonal and team-building skills)
Experience of humanitarian programmes
Experience working with churches ecumenical networks
Experience working with institutional donors
Fluency in written and spoken English
Postgraduate degree in relevant field
Desirable
Qualification in programme or financial management
Understanding of protection and gender mainstreaming / inclusive programming
Experience of advocacy on humanitarian or peacebuilding related issues
Public speaking skills and/or experience working with the media
Juba Arabic or other local language
Digital/IT competencies required
