Summary
The Regional Monitoring, Evaluation and Learning (MEL) Technical Specialist for Africa seeks to support the process of assuring the quality of Monitor and Evaluation and Learning practices in accordance with industry standards and in accordance with ChildFund’s global system and processes.
The MEL Technical Specialist will provide technical guidance and support in the process of continuous design, management and improvement of MEL practices, processes, and system.
This position will also provide data processing and analysis support to ChildFund’s Tier 1 priority Country Offices (CO) in Africa and formulate conclusions and recommendations for CO decision-making.
A major part of her/his role is to support institutional capacity building at country level to improve MEL in both Grants project design and project implementation as well as support to proposal development and Project M&E to increase ChildFund’s evidence-based program / project experience, with a particular focus on Tier 1 Country Offices.
The Regional MEL Technical Specialist reports functionally to the Deputy Regional Director and technically to the Senior Technical MEL Advisor at the International Office, with the purpose of assuring that program quality support provided directly responds to the operational program requirement and demands of Tier 1 COs.
Specific Responsibilities
The main purpose of this position to serve as a resource available to COs to assist them with the MEL related aspects of their programs, with a major focus on MEL for donor grants proposals and grants projects.
At least 90% of his/her time will be spent on supporting COs with grants’ pre- and post-award MEL, particularly Tier 1 COs, while 10% will be spent on supporting COs with ChildFund’s Global M&E system.
Each assignment objective and time dedication with a CO will be agreed through specific Terms of Reference.
Grants Acquisition and Management
Supports grants acquisition efforts by leading in the development of MEL components and project proposals, including inclusion of adequate M&E budgets.
Supports MEL implementation of grant funded projects, including review of narrative reports as advised by DRDs.
Supports formulation of MEL related information for grant project reports.
Supports formulation of grant funded project evaluation reports with the purpose of providing learning.
Leads the design and implementation of project level MEL with appropriate tools.
Ensures that program and project designs have rigorous logic between activities, outputs, outcomes, results and indicators, i.e. ensure that programs/projects are based on logical and sound log frames.
Program Skills and Competency Development Support
Support the building of staff capacity in MEL with the purpose of improving program competencies, measurement of indicators and performance, particularly in Tier 1 COs.
Leads learning networks of practitioners that can serve as a capacity building resource and facilitate the documentation, organization and sharing of information.
Performs skills and educational needs assessments so as to undertake training programs designed to build necessary staff capacity.
Support the documentation and sharing of best practices and lessons learned.
Foster and maintain communities of practice and other types of networks engaged in producing and sharing learning.
Technical Support to Programs and Partnerships
Supports, where needed, the implementation of the global organizational M&E Framework level and supporting systems at regional to enhance accountability and impact monitoring, quality control and evaluation with a focus
on Tier 1 COs.
Supports, where needed, the design and implementation of a regional approach to MEL including the design and implementation of a common partner and project monitoring and evaluation system.
Contributes to the development of ChildFund Priority CO’s Country Strategic Intent Papers or Plans and Africa Annual Operational Plans ensuring that they include clear MEL plans and are consistent with ChildFund’s broader strategic directions.
Leads the development of monitoring and data collection plans and methodologies, including use of appropriate tools and technology for Tier 1 COs.
As commissioned by Tier 1 COs, leads the design and execution of baseline surveys, mid-term evaluations, specialized studies and final evaluations, including sampling methodologies, data collection instruments, analysis and report development.
Supports, where needed, annual reviews and reflections with implementing partner staff and communities, and support analysis of data trends towards objectives achievements with a focus on Tier 1 COs.
Leads the development of programs and project management information system at CO, harnessing new information technology for the compilation, analysis, storage, and retrieval of data and knowledge for program development and improvement.
Supports COs on data quality and integrity.
Leads the production of, written products for internal and external consumption that capture learning and support ChildFund’s thought leadership in the industry.
Supports the identification, selection and onboarding of new MEL staff at COs or consultants or partnerships as needed.
Administrative and Operational Support
Accurate timekeeping to identify time spent on CO assignments and other activities
Actively participates in Regional Planning and Reflection processes.
Formulates informational reports
Assures timely and quality communication and coordination
qualifications / experience
At minimum 7 years of related experience with an international NGO, M&E, Program Management and /or technical support
Demonstrated experience with USG, DFID and other multilateral grant regulations, grant development and management
Demonstrated experience in MEL of programs/projects, designing and managing various qualitative and quantitative methods in a variety of international settings
Demonstrated experience in training, presentation, facilitation and capacity building activities in relation to MEL, including ability to design training materials
Creative mind and ability to work on own initiatives and adherence to deadlines, and to work with multi-cultural teams and in complex environments.

Highly developed communication skills, written and verbal, to influence other professionals and to produce high quality written materials (evaluation, research or policy documents) for a variety of audiences
Fluency in spoken and written English and working knowledge of one additional language (French or Portuguese) is an added advantage
Ability to travel of at least 40% of the time
Education:
Possession of a post-graduate degree in International Development or a field related to the organization’s core program.
