Chemonics seeks a senior monitoring, evaluation, and learning (MEL) advisor for USAID’s Social and Behavior Change for Transformation (SBC4T) activity based in Kampala, Uganda.
The purpose of SBC4T is to improve the ability of individuals, households, and communities to adopt priority behaviors through social and behavior change (SBC), which will in turn transform households, communities, and systems for improved health and development outcomes.
The senior MEL advisor will finalize and oversee implementation of all research, monitoring, evaluation, and learning (RMEL) activities and design and populate the RMEL system.
He or she will be responsible for all RMEL activities associated with SBC4T and for creating a strong evidence base to demonstrate the activity’s results and achievements.

Responsibilities include: Oversee all research, monitoring, evaluation, learning, and quality assurance/continuous quality improvement of SBC activity design, coordination, and implementation
Ensure effective bi-directional communication and learning between the activity and service delivery implementing partners
Manage the research program for SBC4T
Coordinate the development and implementation of the activity monitoring, evaluation and learning plan and corresponding monitoring and evaluation (M&E) systems
Support other USAID service delivery
implementing partners in developing, training, and applying new and proven approaches to MEL in SBC
Train staff and partners on RMEL system operations, collection methods, and tools
Create indicators, perform data analyses, conduct research, and develop reports and project communications products
Plan for and supervise intermittent performance evaluations, collect and disseminate lessons learned, and share successes during project implementation
Qualifications:
Master’s degree in public health, epidemiology, biostatistics research methods, or any behavioral science related to SBC research, monitoring, and evaluation
Minimum of 10 years of experience working in M&E for large health programs
Qualitative and quantitative analytic skills coupled with proven ability in using visuals such as graphs, charts, maps, and geographic information systems required
In-depth understanding of how to design and implement M&E systems for complex donor-funded activities of similar size and scope as SBC4T
Demonstrated experience tracking performance against program objectives, reporting on outcomes, and analyzing data to contribute to continual adaptive management of implementation
Previous experience reporting to USAID
Experience working in Uganda required
Demonstrated leadership, versatility, and integrity
Excellent English communication and writing skills
