  • The goal of this RFA is to identify Community-Based Organizations (CBOs), Civil-Society Organizations (CSOs), and Non-governmental Organizations (NGOs) to engage in Gender-based Violence interventions at the community level, facilitate linkages to treatment, and act as thought leaders in the local communities to improve service delivery, strengthen information networks, and catalyze private sector involvement.

  • A key focus is ensuring that quality services are provided which includes meeting the client's unique needs in a timely and sustainable manner, providing services within the appropriate national policies, standards, guidelines, and ensuring that systems are in place to measure and evaluate the services provided. Applicants should have an established operational footprint in communities in one or more of the following states where SHARP Task Order 01: Kwara, Sokoto, Niger, Zamfara, and Kebbi State. In addition, applicants should have a demonstrated history of effectively engaging various population groups to promote health, educating local communities on health practices, and linking them to available services.

    Description

    In the area of GBV prevention and response, the CBO will be responsible for the following activities and objectives:

  • Create awareness in communities about GBV
    Identify GBV affected women for service provision
    Provide individual counseling to GBV affected women

  • Document women affected by GBV into the GBV register

  • Escort affected clients to a health facility for Clinical Services

  • Handover client to GBV focal person at the facility level

  • Follow-up with each client to ascertain services received and completeness of referrals & linkages

  • Create monthly meeting forum ( SUPPORT GROUP) for women affected by GBV

  • Identify other organizations (FIDA, Catholic Women Association, FOMWAN etc.) that provide GBV related services required by affected women for linkages

  • Conduct Health Education and skills development sessions for women affected by GBV

  • Conduct condom demonstration and supply condoms to clients affected by GBV

  • Increase gender-related policies and laws that increase legal protection

  • Increase gender-equitable access to income and productive resources, including education
    Facilitate access for the utilization of HIV prevention, care, treatment, and support services for women, girls, men and boys affected by GBV
    Conduct education sessions for women and girls/men and boys on how to and why they need to exercise their right

  • Identification and linking sexual partners and children of index clients for testing

  • Conduct public awareness campaigns to support aggressive HTS, TB community case finding and linkage to care and treatment

  • Coordinate effectively with OVC partners in target states to identify, link, and support patients to receive high-quality care and treatment services (including relevant PMTCT, provision of pre-exposure prophylaxis to select populations including discordant couples and TB & HIV services);

  • Counsel women on the benefits and risks/side effects of the contraceptive method they choose
    Create awareness/counsel for FP and cervical cancer cervix screening

  • Refer pregnant HIV+ mothers for FP and cervical cancer screening

  • Provide partner counseling for FP and male participation in pregnancy and cervical cancer services to reinforce testing messages for men
    Engage men and boys in GBV prevention and response and in changing harmful gender norms.

  • Advocate to policymakers to make the necessary investments for HIV/AIDS/TB service delivery.

  • Facilitate community resource mobilization efforts to increase local resources for sustaining HIV/TB interventions in target states
    SHARP TO 01 recognizes that some grantees may need technical assistance to more effectively carry
    out the activity. Consequently applicants are encouraged to specify their needs for technical assistance and/or training in their application.

    Eligibility

  • Applicants must be a registered Nigerian community-based organization, not-for-profit or for-profit NGOs, and/or civil society organization formally constituted, recognized by and in good standing with appropriate Nigerian authorities, and compliant with all applicable civil and fiscal regulations.

  • Applicants may only submit one application per prime organization under this RFA.

  • Applicants must be able to demonstrate successful past performance in the implementation of integrated development programs related to the SHARP TO 01 priority areas and have been working in their communities of operations for a minimum of three years.

  • Applicants must have an existing presence in at least one of the five SHARP TO 01 implementing states of Kebbi, Kwara, Niger, Sokoto, and Zamfara.

  • Applicants must have established outreach capabilities with linkages to the beneficiary group(s) identified in the program description. This should be reflected by the incorporation of the beneficiary perspective in the application.

  • Applicants must display sound management in the form of financial, administrative, and technical policies and procedures and present a system of internal controls that safeguard assets; protect against fraud, waste, and abuse; and support the achievement of program goals and objectives. SHARP TO 01 will assess this capability prior to awarding a grant.

  • The following are required to be submitted as part of the application package in response to an RFA in Annex C.

  • Certification of “Representation by Organization Regarding a Delinquent Tax Liability or a Felony Criminal Conviction (AAPD 14-01, August 2014)”

  • Prohibition on Providing Federal Assistance to Entities that Require Certain Internal Confidentiality Agreements – Representation (April 2015)

  • Additionally, applicants must sign the following required certifications prior to receiving a grant. The certifications are attached to this solicitation (Annex C) and SHARP TO 01 will review them with applicants.

  • The project will work with the successful grantee to draft a marking and branding plan which will be annexed to the grant agreement.
