Job Details: Chemonics International Inc., Contractor for USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) ensures uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.
The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health.
In supporting USG-funded global health activities, PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
The project seeks to recruit (on a one-year contract renewable) for the following positions of:
Position Title: Strategic Planning & Governance Specialist (1 position)
Reporting: Strategic Planning and Governance Director .
Principal Duties and Responsibilities
• Lead technical staff and discussions to meet project objectives focused on strengthening capacity and coordination for innovative strategic planning and governance of supply chain interventions and promote learning;
• Support the Procurement and Supply Chain Management Technical Working Group and monitor the implementation and tracking of the Health Sector Supply Chain Strategy 2019-2021 for sustained improvements in supply chain operations at all levels including measures that will assess and increase country ownership;
• Lobby other implementing partners supporting supply chain to align their activities to the NSCS;
• Consolidate and monitor partner workplans supporting supply chain activities and identify synergies that can be optimized;
• Provide support to various technical working groups and ensure that commodity inclined discussions fully integrate supply chain considerations;
• Work with key stakeholders such as MoH, ZAMRA, MSL, JSHZ, GF, UNFPA, UNICEF, CHAZ and Broadreach in actualizing the use of GS1 standards that will provide a framework for real-time tracking, traceability and supply chain optimization;
• Support supply chain data visibility by sharing project generated data to MoH, Drug Theft Task Force, MSL and key stakeholders;
• Support and coordinate meetings for the integration of logistics
system, internally and with external key stakeholders;
• Be involved in discussions that will enhance the scaling up of differentiated service delivery models which will include private sector facilities;
• Work closely with ZAMRA in addressing the revision of SOPs, dossier reviews and staffing;
• Work within Strategic Planning & Governance team to meet project objectives focused on strengthening capacity and coordination for innovative strategic processes;
• Represent PSM project at technical meetings with collaborating partners, senior government officials and/or donor agencies;
• Lead the coordination of quarterly reports within the SPG directorate;
• Ensure all contract deliverables are met within areas of strategic planning and Governance, including timely reporting of all reports;
• Execute team annual work plans and budgets based on project resources available and intended annual life of project targets set according to Government of the Republic of Zambia and USG priorities;
• Exhibit Chemonics values and build culture of “Living our Values” within the team;
• Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently;
• Carry out additional responsibilities as may be assigned from time to time in consultation with supervisor of record.
Minimum Education Qualifications, Experience and Competencies
• Bachelor’s degree in Pharmacy, Development Studies, Supply Chain and Logistics required or a related field; Master’s or other advanced degree preferred;
• Minimum seven years of experience working in supply chain management and strategic planning on a project or corporate level;
• Thorough knowledge of USAID funding and its contractual and reporting requirements required; experience working on USAID-funded health programs strongly preferred;
• Strong leadership and motivational ability;
• Strong written and oral communication skills;
• Excellent problem solving and decision-making skills;
• Written and spoken English proficiency.
