Chemonics International Inc., a US-based international development organization, seeks a Social Worker Pre-Service Specialist for the anticipated USAID five-year Integrated Child and Youth Development (ICYD) Activity in Uganda.

This activity will aim to improve youth learning outcomes (P1-P4 reading in local language and English), while ensuring that children and youth are safe and healthy in their community and learning environments.

Specifically, this activity will improve learning outcomes, address primary school retention, provide technical assistance to orphans and vulnerable children (OVC) service providers, and employ high-impact local partnerships to accomplish the activity’s objectives. This position will be based in Kampala, Uganda with intermittent travel throughout the country.

Responsibilities include:

Support institutional partnership between a US-based higher education institution and a Ugandan tertiary education institution for professional training of social workers with the aim to improve the ability of graduates to meet the needs of vulnerable children and their families and/or caregivers;

Support the Ministry of Gender, Labor, and Social Development (MGLSD) to formalize the social welfare workforce, establishing and institutionalizing a competency framework and certification process for social workers at the tertiary level;

Work with MGLSD, OVC partners, District Welfare Officers, and other

child protection service providers to institutionalize and socialize case management tools and better address crucial child protection cases;

Support the standardization of the functions, training, monitoring, and support of community social workers and para-social workers.

Minimum Qualifications:

Minimum of a Master’s degree or equivalent in social work or related field (Ph.D. or DSW preferred);

Minimum five years’ experience in pre-service social worker training programs in Uganda;

Demonstrated knowledge of Uganda’s social welfare system, understanding of systems and standards in case management, and experience working with social workers in Uganda or a similar context;

Written and spoken proficiency in English;

Demonstrated leadership, versatility, and integrity.
