Chemonics seeks multiple candidates for an anticipated USAID funded project based in Ethiopia. We are seeking mid- and senior-level candidates in the fields listed below.

All positions require experience and demonstrated ability to effectively interact with national, district, and community authorities, USG and other donors, as well as other implementing partners. Fluency in English is required for all positions.

We take an integrated, multi-sectoral approach to strengthen systems, working with local governments, businesses, associations, and civil society groups to ensure our projects address local demands and promote local ownership.

The MEL Specialist will be responsible for establishing and implementing an effective system to monitor progress, impacts and successes of project activities and performance at all levels.

The MEL Specialist will also monitor all grant activities and sub-grantees and ensure that the project complies with USAID performance reporting requirements.

S/he will conduct impact assessments, baseline studies, surveys and need assessments to identify necessary changes and future project opportunities.

Responsibilities include:

  • Responsible for the overall quality of the project’s M&E systems and ensure appropriate data capture.
  • Consolidate findings, produce reports, and highlight methods to incorporate USAID’s M&E priorities into future programming.
  • Contribute to data analysis and impact assessments and oversees the design of M&E plans, working with project staff.
  • Edit and/or assist other project staff in drafting impact and results summaries for active grants and/or other reporting as required.
  • Assist program staff, and grantees if necessary, with report preparation to ensure that reports capture results and impact, not only volume of activity.
  • Conduct periodic site visits and attend grantee events and activities to collect data for monitoring and evaluation and document field trips in the web-based database and through photographs, focus groups discussions, observations, stakeholder meetings, etc.
  • Design
    a field data collection tools which uses both quantitative and qualitative analysis. Support development of tools for preliminary profiling and impact assessments as necessary and per direction of supervisor.
  • Identify opportunities for learning and improving strategies to strengthen project activities and the theory of change and ways to incorporate lessons and best practices across the program.
  • Foster a culture of adaptive management and learning throughout the project by evaluating performance against program targets.

    Job Requirements

    Qualifications:

  • Minimum five (5) years of demonstrated experience monitoring and evaluation and in the analysis and reporting on program impact and implementation is highly desirable.
  • Experience monitoring civil society, governance, and/or conflict programs are a plus.
  • Knowledge of Ethiopian social and political structures at the national, regional and local levels and the security context is highly desirable.
  • Good interpersonal and communications skills are required, as is the ability to organize the workload. Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the program.
  • Willing to travel, sometimes extensively, within Ethiopia.
  • Experience and/or good understanding of donor organizations, preferably USAID.
  • Working knowledge of Microsoft Office (Word, Excel, PowerPoint and Access) is required.
  • Bachelor’s degree or higher in social sciences, economics, international development, evaluation research, statistics, or a related field;
  • Fluent written and spoken Amharic are required, strong English editing skills required. Relevant regional language preferred.
