Chemonics seeks a director of finance and operations for the anticipated USAID Social and Behavior Change for Transformation activity (SBC4T) based in Kampala, Uganda.
The project seeks to improve the ability of individuals, households, and communities to adopt priority behaviors through social and behavior change, which will transform households, communities, and systems and improve health and development outcomes.
The director will oversee financial management for all SBC4T offices in Uganda. She or he will manage the budget, funding streams, compliance, operations, local sub-awards, and related reporting to USAID.
The director will ensure that spending complies with U.S. government regulations and policies. She or he will implement fraud mitigation practices and ensure that systems and processes are effectively put into practice.

Responsibilities include: Oversee project financial management, compliance, operations, and logistics
Supervise project finance and administration staff
Manage the budget and funding streams
Prepare financial reports for USAID
Ensure financial management and operations comply with U.S. government regulations and policies, local law, corporate cost accounting standards, and business ethics standards
Implement fraud mitigation practices and ensure systems and processes are effectively put into practice
Qualifications:
Advanced degree in accounting, finance, business administration or a related discipline
Minimum 10 years of experience in administrative and financial management of large, complex projects worth $35 million or more, with a minimum of five years in international development
Certified membership in one of the following preferred: ACCA, CPA (U), or CMA
Experience overseeing finance and administration for development programs funded by USAID or other donors preferred
Experience managing donor-funded procurements and subcontracts/grants
Experience in forensic accounting, with a preference for either of the following certifications: CFE (Certified Fraud Examiner) or CIA (Certified Internal Auditor)
Ability to build partnerships with local government representatives
In-depth knowledge of USAID regulations and policies
Demonstrated ability to develop and manage large budgets
Demonstrated leadership, versatility, and integrity
Oral and written fluency in English required
