Chemonics seeks a human resources (HR) and operations director for the Kenya Supply Chain Systems Strengthening (KSCSS) activity under the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. The GHSC-PSM project is the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner countries’ management of the supply chain, and collaborates with key international stakeholders to support global health initiatives.

The purpose of KSCSS is to strengthen supply chain and health commodity systems of the family health, malaria, and HIV∕AIDS programs in Kenya. To advance this goal, KSCSS will provide technical assistance at both the county and national levels, supporting the Ministry of Health, Department of Family Health, National Malaria Control Program, and the National AIDS and STI Control Program.

Working with the Project Management Team (PMT) and reporting to the chief of party, the HR and operations director is responsible for overseeing the administrative, operations, and human resource management of KSCSS in Kenya. Responsibilities include:

  • Provide senior management oversight for all policies, procedures, activities, and staff in the following areas: administration; security; travel; transportation; information technology (IT); communication; compliance, contracts, and procurement; HR; and the maintenance of office space and equipment
  • Guide the strategic management of KSCSS as a core member of the field-office PMT
  • Provide direct supervisory and technical support to office managers and the administrative officer, receptionist/administrative assistant, and IT assistant
  • Collaborate with the PMT and other KSCSS staff to meet client needs
  • Assist with the development of annual work plans, providing quarterly updates to
    technical advisors and the PMT
  • Work with the PMT and provide HR support to ensure the adequate staffing and smooth integration of positions across KSCSS activity teams
  • Supervise and guide the field-office procurement processes
  • Review and manage subcontracts and leases; work closely with the KSCSS activity teams to oversee contracts and negotiations with vendors for specialized office and county-level activities
  • Coordinate and facilitate requests to headquarters regarding contractual clarifications and needs
  • Ensure efficient compliance with U.S. government regulations, Chemonics' corporate policies, Kenyan laws, and any supplemental policies developed specifically for KSCSS
  • Incorporate progressive HR concepts into the operations of KSCSS activity offices
  • With the PMT, manage staff performance monitoring indicator achievements and increase target optimization
  • Supervise the annual staff performance evaluation process for all project employees, regularly providing constructive feedback
  • Serve as the project’s safety and security focal point
  • Liaise between the finance/accounting specialist and headquarters, ensuring that they communicate effectively and efficiently

    Qualifications:

  • Master's degree in administration, operations management, international management, or another relevant field
  • Minimum of 10 years of operational and administrative experience
  • Experience working in or providing significant technical assistance to large, donor-funded, field-based project offices
  • Experience supervising administrative and operations staff
  • Experience with contractual management in the context of a USAID-funded project
  • Knowledge of USAID and FAR rules and regulations
  • Extensive knowledge of and experience with Microsoft Office
  • Strong analytical and problem-solving skills
  • Excellent teamwork and team-building skills
  • Experience in cross-cultural work environments
  • Keen attention to detail and demonstrated ability to communicate effectively both orally and in writing
  • Kenyan citizenship strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in English required
