Chemonics seeks a chief of party for the anticipated USAID Supply Chain Technical Assistance Activity in Uganda.
The project valued at $10 million to $25 million aims to ensure the accountability and responsiveness of Uganda’s health supply chain and improve access to quality and affordable medicine for all Ugandans.
The chief of party, based in Kampala, will provide strategic leadership and project oversight. We are seeking individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include: Provide leadership and management oversight and assume primary responsibility for all aspects of project implementation
Coordinate with relevant stakeholders to assist in increasing the capacity, capability, and integration of national health supply chain systems
Serve as the primary liaison with USAID, the government of Uganda, the Ministry of Health, Ugandan counterparts, local partners, and other project stakeholders
Supervise, mentor, and build the capacity of the in-country project team to develop and implement technical assistance that leads to the effective implementation of the project’s strategy and work plan
Lead the development and implementation of annual work plans and deliverables that reflect the priorities of USAID, the Ministry of Health, and other stakeholders
Manage regular data collection and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
Oversee finances and cash flow, approve project office expenditures, and ensure project office finances comply with Chemonics
and USAID rules and regulations
Qualifications:
Master’s degree or higher in supply chain management, public health, pharmacy, or a related field
Minimum 15 years of experience in leadership positions implementing programs of similar size and scope in Uganda or East and Southern Africa
Demonstrated team player with visionary leadership and a record of advancing public health outcomes in similar environments
Excellent managerial and operational experience, preferably in managing large USAID projects involving coordination with multiple implementing partners or institutions in a developing country
Experience and demonstrated results in supply chain or public health policy development and advocacy in Uganda or similar country environments
Experience working with U.S. government-funded projects and knowledge of financial rules and regulations at a senior level
Experience in mentoring, coaching, and skills transfer
Experience in developing activity work plans and budgets, managing implementation, and supervising long- and short-term staff
Chief of party experience highly preferred
Demonstrated leadership, versatility, and integrity
Fluency in English required
