Background

  • The Ethiopian healthcare system is increasingly facing a range of complex issues that need innovative solutions to expand access and deliver high-quality healthcare services, while controlling costs.

  • These pressures will only increase as the country seeks to implement universal health coverage (UHC), and achieve the Sustainable Development Goal 3: “to ensure healthy lives and promote wellbeing for all at all ages” by 2030.

  • The health sector is currently implementing a number of strategies to move the country towards UHC including increasing private sector engagement to expand access to quality health services through the introduction of public private partnerships (PPPs) and the strengthening and scale-up of community based health insurance (CBHI) to ensure financial protection for the 80% of the country’s population in the informal sector.

  • CHAI Ethiopia’s Health Financing Team has been asked by the Minister of Health and Senior leadership of the Ethiopian Health Insurance Agency (EHIA) to support to provide comprehensive support in all of these areas to support implementation of the national Health Care Financing Strategy and to ensure that the insurance reform has the intended outcomes increasing access to and utilization of essential health services.

    Increasing private sector engagement

  • Following the recent expansion in engagement with the private sector by the Ministry of Finance (MoF) as one way for government institutions to implement their programs, Ministry of Health (MOH-E) has identified Public Private Partnerships (PPPs) as a key mechanism to improve access, efficiency and quality of health services that are currently offered at public facilities.

  • To pilot the PPP approach and address key health system challenges, CHAI is providing technical support to MOH-E to design and implement a PPP pilot program in public hospitals and health centers in Addis Ababa.
  • When proven successful, the pilot initiative will be rolled out at scale throughout the country.

  • The PPP initiative will be pilot tested in five clinical and non-clinical departments: laboratory and pathology, imaging, laundry and equipment sterilizations, and pre-hospital services.

    Strengthening and scale-up of health insurance

  • The Government of Ethiopia began piloting CBHI for the informal sector in 2010 to address the high rates of out of pocket spending for health.

  • Since then, the model has been rapidly scaled up across the country with over 600 woredas actively implementing CBHI

    Responsibilities

    Crosscutting

  • Collaborate with government counterparts to design analyses to address specific health financing-related policy questions, carry out analyses and interpret results

  • Present studies and analyses to stakeholders, working with the EHIA and MOH-E to use this information to develop evidence-based strategies, policies
    and procedures

  • Serve as a key contact for stakeholders working in Ethiopia, coordinating and participating in technical working groups and other health financing-related forums

  • Build capacity of government counterparts through continuous collaboration, on the job training and formal, organized training sessions

  • Leverage external expertise, working with universities, partners to respond to key strategic questions

  • Document Ethiopia's experience for donors, stakeholders and other governments

  • Contribute to the design of CHAI's health financing strategy in Ethiopia and other countries

    Private Sector Engagement

  • Procurement and contracting support for the MoH PPP initiative

  • Conducting rigorous feasibility studies and generate detailed reports to inform evidence based decision making on PPP

  • Support MoH-E in PPP project structuring and tender document specification and preparation

    Health Insurance

  • Work with CHAI staff and the Health Insurance Agency in areas ranging from benefits design, to member management, provider management, pooling and finance, management information systems, and information technology, by conducting analyses to support evidence-based decision making to respond to key strategic questions

  • Pilot, rollout and continuously improve core insurance agency and CBHI business processes

  • Set up systems to facilitate monitoring and early identification of problem areas during the rollout and implementation of the insurance scheme, working with management to address these problems as they arise

  • Build management and technical capacity within the Insurance Agency, working directly with the Director, Deputy Director and Directors of various units at the headquarters and regional level

  • Additional duties as requested by supervisor

    Qualifications

  • Advanced degree (Masters or PhD) in a related field such as health economics, public health, financial management, public policy;

  • 6+ years of professional experience in demanding, results-oriented environments in the public sector and/or private sector (e.g., management consulting);

  • Experience working in health sector public private partnership in developed or developing countries;

  • Experience working in health or life insurance in developed or developing countries;

  • Experience designing, managing and implementing projects and teams;

  • Excellent problem solving, analytical and quantitative skills, including attention to detail;

  • Ability to work independently, set priorities and handle multiple tasks simultaneously;

  • Ability to learn on the job quickly and absorb and synthesize a broad range of information;

  • Ability to navigate ambiguous and complex processes and be flexible;

  • Strong interpersonal skills and ability to achieve consensus amongst stakeholders;

  • Strong communication skills, including delivery of compelling presentations and documents;

  • Strong command of the English language; and
    Willingness to travel within Ethiopia as needed.
