    CHAI Zambia’s Health Workforce team works directly with the Ministry of Health (MoH) to

  • expand the number of healthcare workers in the country,

  • optimize the distribution of the health workforce to improve equity of access to health services and meet the needs of communities, and

  • enhance the productivity of the existing health workforce.

  • Currently, the Health Workforce team is working with MoH to implement the United States Agency for International Development (USAID) - funded Community Health Assistants (CHA) Support Activity which runs from March 2019 to February, 2021.

  • The team is seeking a full time Program Officer (Logistics and Gender) who will be based in Lusaka and be responsible for supporting implementation of the CHA Support Activity, in partnership with MoH.

  • More specifically, the Program Officer will support the team with logistics and gender mainstreaming.

  • The Program Officer will support the other team members of the Health Workforce Program, work in close collaboration with the MoH and other relevant government agencies and interact with relevant stakeholders on a regular basis.

    Responsibilities

  • Assisting the Health Workforce team with logistics, procurement and administrative functions processed under the direction of the Program Manager or her
    designate.

  • This may involve, but not exclusive to obtaining quotations; negotiating prices, and contracts; drafting purchase orders; confirming orders; receiving, storing and distributing program equipment, drugs and other supplies.

  • Supporting administrative and logistics tasks for program events, meetings, trainings such as travel, accommodation, participant documentation and event reporting.

  • Working with key commodity provision, clearance, storage, and distribution vendors and stakeholders to ensure coordination and availability of resources for program implementation.

  • Conducting necessary analysis to inform the development of an effective gender strategy for the program

  • Following and implementing the gender strategy

  • Ensuring that gender becomes a cross cutting consideration in all program activities, including CHA recruitment for training, CHA training, CHA deployment and support to CHAs post-deployment

  • Performing any other duties as may be assigned

    Qualifications

  • Bachelor’s Degree in Logistics Management and/or Social Sciences

  • At least two years of experience with logistics for health systems strengthening, health program management, gender-mainstreaming or community-based public health programs, at least one year of which should be with donor funded programs

  • Excellent written and verbal communication skills, and strong interpersonal capabilities

  • Exceptional problem-solving skills and ability to make linkages between interventions / programs

  • Ability to handle multiple tasks simultaneously, set priorities and work in a fast-paced environment with minimum supervision and maximum efficiency and impact

  • Ability to coordinate meetings and trainings, meet deadlines, generate reports and work in a fast-paced environment with maximum efficiency and impact

  • Experience working effectively with diverse teams

  • Willingness to travel domestically
