Job Details:
Reporting to the SI Manager, s/he will be the provincial responsible person for providing technical expertise on all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results.
S/he will lead efforts to strengthen monitoring and evaluation, and performance reporting within the districts in each specific province where the activities take place, which includes overseeing support to community organizations to monitor, document and analyze the performance of their HIV/OVC services and activities and ensure data quality.
S/he will liaise with relevant district technical staff and counterparts responsible for district and site level strategic information, and monitoring and evaluation, and support coordination with national management information system.
The MEL officer will work closely with the Provincial Managers, District Coordinators, the community and facility Linkage manager, the economic strengthening coordinator and officers, technical team, and CIDRZ data associates, as well as the Project HOPE team.
The MEL officer will participate on the development of the project M&E tools including the project database.
Main Duties
• Provides technical support to the district team under SDVCA project, support local government and partners on M&E activities including data collection, analysis, quality assurance, and reporting.
Supervises the data associates technically to ensure their capacities are built and quality data is recorded, collected, verified, analyzed and timely reported.
• Participates in the development of SI tools including the project data management database in collaboration with other SI and technical team.
• Ensures the district team understand the monitoring and evaluation tools, reporting requirements and all PEPFAR required Performance Monitoring, Evaluation and Learning indicators and custom indicators.
• Together with the project technical team, develops success stories, conduct qualitative and quantitative analysis and strategically use M&E data within the project, for program improvement.
• Prepares regular reports for the SI manager, the Provincial Project Coordinator and liaise with the relevant team in the province and districts to ensure the program data is used for improving the quality of service delivery.
• Develops M&E tools
and contribute to the database development as necessary to document, analyze and report program data
• Provides M&E and quality improvement trainings to the district level SI and program team to ensure program and data team synergy in the field.
• Carries out quarterly data quality assurance processes; conduct regular and standard DQAs and prepare sites for USAID SIMS visits.
• Serves as the district focal point person for MEL activities and liaise closely with the technical team.
• Prepares weekly, monthly, quarterly, & annual reports for submission to USAID, MCDSS, MOH, MoGE and other stakeholders including ad hoc USAID and MCDSS requests.
• Participates in regional and district-level M&E related meetings and workshops representing CIDRZ
• Participates in regular review meetings and prepares reports for the review meeting.
• Participates in development of abstracts, posters, and oral presentations for international conferences
Qualifications
• Degree in Public Health, Epidemiology, Monitoring & Evaluation, Demography, Biostatistics, Statistics, Analytics, or a related field is required.
• Minimum 5 years of MEL experience in health or HIV projects in a technical capacity; preferably including few years with USAID-funded projects.
• Demonstrated applied skills in MEL methods and innovations, data analysis, and use of data for systems strengthening projects.
• Sufficient experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data collection and reporting (preferably funded by PEPFAR).
• Demonstrated leadership working with other technical experts in MEL in the NGO community
• Demonstrated hands-on practical experience setting up and managing MEL systems for health programs and familiarity to PEPFAR MER 2.4 guide
• Experience developing data collection and registration tools and providing trainings and capacity building on M&E to data associates and community volunteers
• Excellent report writing, analytical and communication skills, including oral presentation skills.
• Demonstrated written, presentation, communication, and organizational skills in English.
