Job Title: Technical Advisor II for Resilience
Background:
In the last 5-6 years, resilience has become an increasingly important area of emphasis for CRS and donors.
The 2012 droughts in the Horn and Sahel served as a critical moment where donors realized that the multiple shocks faced by vulnerable households can erode years of development investments, keeping families in a state of chronic poverty.
USAID, DfID and others called for better incorporation of risk planning and mitigation into development programs, and better collaboration between humanitarian and development assistance.
Since that time, donors and peer agencies have been working to develop resilience metrics and improve longer term outcomes for at-risk communities.
In addition to resilience-specific funding from USAID and DfID, some of CRS' key donors (FFP, Feed the Future, OFDA) are ramping up expectations for the incorporation resilience thinking in program design for food security and emergency response.
Scope of Responsibilities
Provide technical assistance for resilience in the East Africa region and to the global Agriculture Livelihood (Ag Lh) team when requested.
Actively explore cross-sectoral linkages between Ag Lh programming and microfinance, conflict resolution, nutrition and agriculture.
Work with Ag Lh and Humanitarian Response Department (HRD) to develop a resilience framework which considers donor approaches (USAID and DfID in particular), SenseMaker and CRS climate change and IHD frameworks.
Liaise closely with STAs for Climate Change, Food Security, Water and Policy for Food Security and Climate Change to ensure coherency and complementarity and resilience approaches.
Promote the application of Agency Program Quality standards for resilience in the programs in the region.
Participate in project reviews and support proposal development, acquisition of funding and monitoring and evaluation.
Responsibilities
Develop Resilience programs that are compliant with donor, global and CRS best practices
Participate in the writing and review of all new concept notes and proposals as requested by EARO DRD-PQ and country programs in a timely manner.
Develop business development tools to help Country Programs respond to and incorporate resilience approaches into new program design.
Share and promote internationally recognized resilience best practices and CRS promising practices during the design of projects.
Technical Assistance, Training and Program Monitoring
Provide in-country and remote technical assistance for the start-up and implementation of high profile/high value resilience projects. Provide structured recommendations for programs following TA in-country visits (i.e. trip reports).
Provide training as required on best practices and CRS' approach to resiliency.
Share lessons learned from CRS evaluations of resilience projects across the region and globally; conduct webinars on these best practices.
Facilitate a community of practice on resilience issues, including measurement, learning and accountability.
Leadership in Resilience
Design, manage and implement project (and policy) oriented assessments and research in coordination with the Chiefs of Party and Heads of Programs.
Document case studies
and best practices while on in-country field assignments.
Disseminate best practices in resilience programming among community of practice in the region and agency wide.
Bring and develop innovations to enhance programming in EARO, including the introduction of new climate smart agriculture techniques.
Strengthen monitoring and evaluation of programs and projects.
Assist with the testing of new tools (resilience metrics, best practices) developed by the field or headquarters.
Networking and Alliance-Building
Network with appropriate organizations to build CRS' profile in East Africa and globally and to build alliances that further strategic objectives of the Ag Lh strategy.
Represent CRS in resilience fora in EARO/Washington DC and elsewhere as possible; advise and provide content to other CRS representatives where direct participation is not possible.
Facilitate and attend workshops in core areas organized by headquarters, consortia and country programs specifically related to resilience.
Attend international conferences, preferably as a presenter of CRS work. Prepare abstracts for conferences and assist country programs in preparing their abstracts.
Agency-wide Competencies (for all CRS Staff)

Qualifications
Master's degree and/or Ph.D. in related field
Minimum 7 years of experience in international development either as a technical advisor or program manager/director, preferably in Africa.
Experience in program design/management, program quality and performance assessment as part of ongoing efforts to improve aid effectiveness.
Experience in community participation in development projects. Experience with adult learning methods and tools.
Experience in the design, management and implementation of policy-oriented assessments and research.
Interest and capacity to learn about new areas.
Developed monitoring, evaluation, accountability and learning skills.
Strong analytical skills, sound judgment and the capacity to think and plan strategically, including the ability to produce high quality policy materials and advice for development implementation.
High level English oral and written communication skills, including representation and liaison skills.
Excellent communication, interpersonal, networking and negotiation skills, including in a cross-cultural context as a team player.
Experience collaborating with local NGOs preferred.
Excellent coordination and facilitation skills.
Willingness to travel up to 50% of the time.
