The Position

The M&E lead will be integral to the program culture of continuous quality improvement. He/she will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations for improved programming. A technician with demonstrated experience in building and strengthening monitoring systems, he/she will be skilled in quantitative and qualitative analysis, survey, and sample design.

Excellent communication skills will facilitate his/her work leading program M&E officers as they mentor and coach sites to identify gaps and brainstorm improvements and effectively promote evidence-based program management. He/she will lead on introducing LogAlto to both site and program staff and model its use by sharing analyses and findings from the dashboard. He/she will be a critical member of the program management committee as well as the program’s core clinical team.

Responsibilities

  • Refine and implement the program M&E strategy; recommend changes based on lessons learned.
  • Set up operational arrangements for collecting, analyzing, and reporting program data, for continuous quality improvement, and for investing in capacity building to sustain M&E functions.
  • Coordinate with sites, communities, governments at relevant levels, donor representatives, and fellow staff to set up the M&E system and indicators.
  • Continuously review program M&E practices to ensure meaningful participation of PLHIV and other stakeholders in improving the system.
  • Identify information requirements for planning, monitoring, and evaluation.
  • Ensure that the program team and site staff respect established guidelines on program M&E.
  • Over the life of the program, review performance indicators and any stakeholder reports; suggest needed changes.
  • Monitor and report on program performance and suggests measures to improve on results and the monitoring system overall.
  • Ensure timely and effective communication and information sharing among stakeholders.
  • Serve as a liaison between core clinical staff, site staff, and donor representatives to ensure harmonization, shared learning, collaboration, and alignment of M&E efforts.
  • Assess site staff training needs relative to M&E; plan coaching, mentoring, and trainings.
  • Prepare quarterly and annual reports and assist in preparing annual work plans.
  • Ensure that data audits
    are planned for and are performed regularly; that lessons learned are drawn and shared; and that course corrections are undertaken to improve and strengthen the M&E system.
  • Conduct regular field visits to monitor implementation, to ensure compliance with operational procedures, and to assess progress as well as to deliver technical support to field staff, provide resources, and make clear recommendations on ways to strengthen the program and share learning across programs.

    Qualifications

  • Master's degree or above in a quantitative field (e.g., development economics, statistics, biostatistics, or other relevant subject), with significant knowledge in quantitative methods.
  • 10 years or more of relevant experience.
  • Demonstrated experience leading M&E for a large award (e.g., a multisectoral, multistakeholder-funded program.
  • Knowledge of PEPFAR indicators and best practices in HIV monitoring and evaluation.
  • Demonstrated experience and expertise in developing and operationalizing a comprehensive M&E plan.
  • Demonstrated expertise and experience in data utilization strategies and the ability to think creatively about active data sharing techniques.
  • Strong interpersonal skills and the ability to work cross-culturally with diverse teams.
  • Strong verbal communication skills; strong presentation and report-writing skills.
  • Five years’ experience at a senior level in M&E required.
  • Excellent written and spoken English; Arabic and Azande preferred.
