CASSOA Principal Aerodromes and Ground Aids Officer Jobs in Kenya

The Civil Aviation Safety and Security Oversight Agency (CASSOA) is a self-accounting institution of the East African Community.



The Agency is looking for a highly motivated, result-driven and qualified professional from citizens of the Republics of Burundi, Rwanda, South Sudan, Uganda and United Republic of Tanzania to fill the following position in the Agency.


The main responsibility of this position is to coordinate efficient and effective aerodrome safety oversight activities of the Agency.


Duties and Responsibilities


  • Plans and evaluates the status of aviation safety in Partner States and provide technical assistance to Partner States in AGA oversight activities.
  • Provides assistance to Partner States with regard to AGA functions as required by the harmonised civil aviation regulations.
  • Coordinates the development, review, revision, amendment and approval of AGA EAC model regulations in line with ICAO Annexes/Docs and technical guidance materials.
  • Coordinates the development and execution of AGA surveillance programme within the region.
  • Coordinates the development of inspectors training programme and provision of the on-the-job training to AGA inspectors.
  • Carries out missions in the Partner States for evaluation of aviation safety status, implementation of harmonised regulations and conformity to ICAO SARPS, approved policies and procedures.
  • Participates in the development and maintenance of model regional SSP framework and assist Partner States in developing/implementing their respective harmonised SSP.
  • Coordinates the formulation and amendments of AGA regulations and develop harmonised AGA standards to ensure conformity to international standards.
  • Assists the Partner States in developing and implementing procedures for monitoring the development of international standards and formulate a common regional position.
  • Convenes and facilitate working group meetings to formulate and review harmonised regulations and technical guidance materials related to AGA.
  • Develops inputs and implement procedures and guidelines to be followed in obtaining and sharing regional human resources for inspection activities, surveillance, audits and responding to requests for assistance in flight safety related matters.
  • Prepares and provide input for the timely preparation of the Annual Programme of Activities and budget for the Agency,
    Assists in carrying out a skills audit to develop a data bank in the region for available and missing skills in the region in the area of AGA operations.
  • Coordinates and assists Partner States’ inspectors in performing aerodrome certification functions.
  • Assists Partner States in development and execution of an annual aerodromes operations surveillance programme in the region, including participation and evaluation of emergency exercises.
  • Coordinates the development of inspectors training programme and provision of the on-the-job training to aerodrome inspectors
  • Performs any other related duties as assigned by the supervisor.


    Qualification and Experience


  • A Bachelor’s degree in Civil/Electrical Engineering or sciences or aviation related disciplines or equivalent qualifications from a recognized institution.
  • A Master’s degree in aviation related disciplines, sciences or management from a recognized university
  • Possession of a professional engineer’s registration from a recognized Engineers Registration Board.
  • At least eight (8) years of relevant work experience, three (3) years of which should be as an AGA inspector or supervisor in Civil Aviation Authority or airport.
  • Experience working within a large aviation-related international organization.
  • Experience in organizing and managing technical groups, symposia, workshops and seminar.
  • Experience in using word, excel and power point
  • Experience with aviation related regional or international organization.

    Terms and Conditions


    The above is an established position within the CASSOA organization structure and has a five year term contract renewable once upon satisfactory performance. The Officer will be appointed by the CASSOA Board of Directors.
