Technical Advisors (TAs) provide technical and managerial support (on behalf of The Carter Center) to the Ministry of Health Trachoma Control Program (TCP) in South Sudan within a specific coverage area.
Technical advisors are responsible for the implementation and oversight of all interventions to control trachoma within their given program coverage area.
Primary responsibilities are:
Manage field-level staff to implement interventions to control trachoma. Field staff management includes training, planning, logistics, and direct field-level supervision. 80% of technical advisors’ time is spent physically with field staff in villages working in a supportive/supervisory capacity.
Plan and coordinate interventions under the “SAFE” (surgery, antibiotic distribution, facial cleanliness and environmental improvement) strategy for trachoma control. This includes: providing support to mapping trachoma in all suspected endemic areas (not limited to those assisted by The Carter Center (TCC) program); conducting impact assessments in TCC assisted areas; planning surgical outreach campaigns; coordinating the planning, training, and launching of mass drug administration activities; and supervising routine health education and sanitation promotion.
Collaborate with trachoma implementation partners and support the Director of Neglected Tropical Diseases for South Sudan at the national level in coordinating partner meetings, writing annual operation plans, conducting prevalence surveys, and reporting trachoma activities to the World Health Organization and other partners as required by the National Program.
Liaise with neglected tropical disease (NTD) and eye care programs at the national level to coordinate intervention planning and implementation as appropriate. This may include providing technical assistance to partner organizations in training, and coordination and launching of prevalence surveys.
Ensure data are internally consistent; analyzed monthly; used for decision-making at the county level; and reported in accordance with the requirements and procedures of the National Program. Screen and verify monthly data reports on all SAFE strategy interventions. Assist in improving every aspect of data collection and reporting, including accuracy, completeness, and timeliness.
Work with the MOH and TCP partners to strengthen surgical capacity in the form of recruitment, training, and implementation of surgical activities.
Liaise with Internally Displaced Persons (IDP) and Protection of Civilian (PoC) camps to determine how best to provide trachoma SAFE interventions to residents who need it.
Plan mass drug administration (MDA) campaigns, review all MDA reports, and brainstorm to design more efficient and effective MDA campaigns.
Develop training guidelines and implementation schedules to improve the skills of field officers, supervisors, and community leaders/village health committees. Where applicable, develop work plans with the Program Officers and Field Officers to improve implementation and monitoring of hygiene and sanitation activities in communities, schools, primary health care units, and other institutions.
Coordinate with the Senior
Operations Manager to ensure proper ordering, delivery and transport, storage, and maintenance of all TCP support materials so that there is no disruption in TCP activities. This includes oversight of transportation resources (motorcycles and vehicle) and stock (intervention materials, compound supplies) including vehicle maintenance sheets and stock inventories.
Work cooperatively and harmoniously with the State, County, Payam, and Boma leaders/officials as an integral part to strengthen the programs in every way possible. Play an active role to advocate and promote inter-sectoral collaborations with stakeholders and other actors involved in trachoma control. This may include coordinating the writing of state-level detailed implementation plans to clearly articulate operation plans specific to that state’s environment.
TAs are primarily supervised by National Coordinators for the country TCP, The Carter Center's Country Representative, Deputy Country Representative, and Trachoma Senior Technical Advisor.
TAs are independent contractors and as such are offered short term contracts up to 180 days (6 months).
A contractor may be offered multiple successive contracts over time.
The contract provides a daily honorarium commensurate with experience and education.
The daily honorarium can vary, however, the starting rate per day is usually US$175.00. The contract also provides a daily rate to provide for accommodation, meals, and incidentals. The transportation costs (transatlantic flights, in-country flights and land movement) are provided as well.
Other requirements are:
At least 2 years of public health experience with community -based programs, preferably in Africa. MPH or related masters level degree required.
Demonstrated experience with the preparation of technical reports, budgets, plans of action, and management of inventories.
Demonstrated ability to build teamwork.
Ability to make sound work judgments under difficult conditions, and to become technically effective with minimal level of attention from supervisors.
Sound personal and professional conduct, and respect for the work of The Carter Center and the Ministry of Health of South Sudan.
TAs are posted to remote rural areas where disease transmission is endemic and must be prepared to work and live in such areas, operating out of sub-offices of the TCP.
Must be willing and able to walk long distances, perform effectively in a rural remote environment with limited access to resources/infrastructure, and to spend a minimum of eighty percent of time outdoors in a hot climate.
