The Senior Operations Manager will assist in the implementation of interventions against Guinea worm disease (GWD) in all identified villages/localities with endemic transmission of GWD.
The Contractor will assist the South Sudan Guinea Worm Eradication Program (SSGWEP) to strengthen its capacity to provide closer oversight over the distribution of supplies and resources required to support interventions to stop transmission of GWD in South Sudan.
Specific duties will include the following:
Coordinate all supply movements between supply hubs.
Track and coordinate shipments in process.
Ensure staff movements are tracked and staff movements are organized to ensure maximum efficiency.
Receive weekly Operations updates from the Hub OIC’s including inventory updates, supply allocation status, status of field orders, status of hub and other operational issues in each region. Compile highlights in an update report for circulation to Hub OIC’s and other administrative staff.
Build capacity of the mentioned direct reports through site visits to the hubs, and some sub-office sites as possible, leading an annual operations meeting, and performance evaluations.
Investigate and report to the CR any discrepancies between waybills and received items.
Responsibilities
Assist the CR and DCR to supervise, plan, and monitor operational management of The Carter Center supported programs by providing direct, day-to-day management and oversight of the aforementioned areas.
Ensure a safe, respectful, efficient, effective, and clean work place while building a sense of team by giving all staff the opportunity to grow professionally by utilizing and developing their skills and experience.
Ensure that all TCC procurements within South Sudan are done transparently and in adherence with established procurement guidelines.
Verify that TCC assets, materials, supplies, and financial resources are being used in an honest and transparent fashion. Ensure TCC-supported programs maintain accurate inventories of all physical resources through the following:
Maintain a robust system of internal asset control through clear definition of and adherence to operations SOP’s.
Support field staff in use of effective asset controls and supply tracking for all sub- offices.
Develop an annual procurement and shipping plan for regional hubs and sub-offices based on projections of programmatic need and supply allocations as advised by CR and DCR.
Develop
annual construction plans along with the Operations Managers, based on their physical visits to sub-offices and review of annual microplans.
Serve as the primary stock manager of the Trachoma Zithromax stores and field supply according to the TCP Azithromycin stock management guidelines.
Report the following to the CR and DCR on a monthly basis:
Activities and findings including status of ongoing shipments, discrepancies between sent and received items, and result of weekly inventory checks;
Challenges and Actions Taken in Response;
Recommendations for TCC Operations Department at the sub-office, supply hub, and national level. Recommendations and findings must include logistics, finance/procurement, human resources, hub management, risk management, and systems/administrative topics.
Perform other duties as required and/or assigned.
Senior Operations Managers are primarily supervised by National Coordinators for the country GWEPs, The Carter Center's Country Representative and Deputy Country Representative, and more regularly and directly by Regional Senior Technical Advisors.
Senior Operations Managers are independent contractors and as such are offered short term contracts up to 180 days (6 months).
A contractor may be offered multiple successive contracts over time.
The contract provides a daily honorarium commensurate with experience and education. The daily honorarium can vary, however, the starting rate per day is usually US$175.00 based on work experience.
The contract also provides a daily rate to provide for accommodation, meals and incidentals.
The transportation costs (transatlantic flights, in country flights and land movement) are provided as well.
Other requirements are:
Demonstrated experience with the preparation of technical reports, budgets, plans of action, and management of inventories.
Demonstrated ability to build team work.
Ability to make sound work judgments under difficult conditions, and to become technically effective with minimal level of attention from supervisors.
Sound personal and professional conduct, and respect for the work of The Carter Center and the Ministry of Health of South Sudan.
